GENERAL DESCRIPTION:
The Texas Division of Emergency Management (TDEM) is an emergency response entity and this status can affect working hours, travel, and change in duties as needed. The Director, Strategic Projects, under general direction, provides cost analysis and highly advanced data analysis support for the agency in the form of data evaluation, coordination, implementation, and reporting for management decision-making. Work includes but is not limited to gathering, compiling, analyzing, interpreting, reporting data, and identifying patterns, including trend analysis, business intelligence, market potential, and cause/effect analysis. Works under minimal supervision, with moderate latitude for the use of initiative and independent judgment. This position reports to the Chief Financial Officer.
This position is considered at-will and serves at the discretion of the head of the agency.
*Salary is a fixed rate and is non-negotiable.
*This position is located on-site and not subject to telecommuting.
ESSENTIAL JOB DUTIES AND RESPONSIBLITIES:
Coordinates and leads special projects, compiles information for analysis and for management reports.
Research and prepares materials, briefings, presentations and/or proposal for key internal and external audiences.
Prepares cost analyses for management review and decision-making.
Provides analytical and specialized administrative support to assist and/or relieve Executive Management with complex details and analysis as needed.
Manages and collaborates with senior leadership regarding financial projections and analysis of historical budgetary trends. Assimilates income, expenses, and financial projection data to provide division leadership with daily, weekly, monthly, and quarterly reports that enable meaningful decision making.
Conducts needs assessment, business intelligence, and market research analysis for the Agency.
Coordinates analysis of the agency’s programs to determine their effect on the financial management of the agency’s resources.
Analyzes and interprets data, both quantitative and qualitative analysis, using accepted statistical methods and qualitative research methods.
Research industry, workforce, employment trends, and best practices to assist divisions with business decisions.
Prepares, maintains and presents historical and comparative data.
Develops required documentation and compiles data into usable reports and prepares ad-hoc reports and query analyses in desired formats.
Ensures required data and information is reported to appropriate stakeholders in a timely manner.
Assists in the enhancements and maintenance of existing systems to ensure methods, processes, or systems are efficient and evolve with the business needs of the agency; assists with the implementation of new processes and systems.
Manage special projects as directed.
Provide administrative and technical assistance as needed.
Review and evaluate administrative policies, procedures, standards, and methods.
Performs related work as assigned.
Face to face interaction required in this position.
Maintains a regular work schedule and work extended hours when needed.

MINIMUM QUALIFICATIONS:
Education – Bachelor’s degree from accredited four-year college or equivalent combination of education and experience.
Experience – Ten years related experience.
PREFERRED QUALIFICATIONS:
Business degree, Master’s in business field, CPA.
*Additional work experience of the type described above may be substituted for the education requirement on a year-for-year basis. Thirty (30) semester hours is equivalent to one (1) year of experience. A completed advanced degree may be substituted in lieu of work experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Proficiency in spreadsheet software and in data modeling.
Working knowledge of financial analyses and examination procedures for regulated entities, of financial and industry terminology and practices, and of statistical analysis.
Ability to multi-task and work cooperatively with other in a fast-paced and fluid work environment.
Ability to communicate clearly and effectively with different audiences.
Ability to prioritize and manage multiple projects with competing deadlines without sacrificing accuracy or timeliness; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures.
Working knowledge of, or the ability to rapidly assimilate information related to TAMUS, state, and federal regulations, legislation, guidelines, policies and procedures.
Strong organizational skills. Must be flexible, and able to prioritize in a multi-demand and constantly changing environment. Demonstrated ability to meet multiple and sometimes conflicting deadlines.
Ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
Ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, solve problems and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.
Must possess high levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Must demonstrate an ability to responsibly handle sensitive and confidential information and situations
Must adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.
Ability to communicate with tact and diplomacy
REGISTRATION, CERTIFICATION OR LICENSURE:
Must have the ability to successfully complete the following Incident Command System training courses (IS 100, 200, 700, and 800) within the first twelve (12) months of employment
