General Summary

The SBA / Small Business Express Loan Program Manager is responsible for overseeing and managing all aspects of both the Small Business Administration (SBA) lending program and Small Business Express Loan Program at the Bank. This includes structuring, underwriting, and closing SBA 7(a) loans, SBA 504 loans, and Small Business Express Loans while ensuring strict compliance with SBA guidelines and bank policies. The role requires a combination of leadership, technical lending knowledge, and relationship-building skills to support small business clients and grow the bank’s SBA portfolio.

Essential Duties and Responsibilities 


SBA

  • Support SBA administrators, commercial loan officers, credit and loan operations as the primary point of contact for in-depth knowledge of SBA regulations and procedures.
  • Maintain up to date knowledge of SBA lending policies, federal regulations, and compliance standards. 
  • Provide guidance and training to internal stakeholders to ensure accurate interpretation and application of SBA rules and regulations.
  • Monitor and document all servicing activities to meet regulatory and audit requirements, minimizing risk to the bank.
  • Assist staff in explaining complex SBA requirements and ensure clients understand their obligations under federal laws.
  • Collaborate with the underwriting and closing process to ensure compliance with SBA guidelines and obtaining needed approvals.
  • Manage the SBA loan process from application through funding and servicing.
  • Ensure loan files are fully documented and compliant with SBA requirements.
  • Collaborate with internal departments such as credit, operations, and compliance to ensure timely and accurate loan processing.
  • Act as the primary liaison with the SBA, CDCs (Certified Development Companies), and other relevant agencies.
  • Monitor existing SBA portfolio for performance, covenant compliance, and risk management.
  • Stay current with SBA policy updates, regulatory changes, and market trends.
  • Leverage the Bank’s tools and technology to drive sales and service.
  • Educate team on all products, services, technology and policies.


Small Business Express Loan Program

  • Oversee the day-to-day operations of Small Business Express Loan Program.
  • Develop marketing and programs to promote small business lending throughout the bank’s footprint.
  • Develop and implement process and technology improvements to enhance sales and customer experience.
  • Be familiar with and comply with the provisions of the Bank Secrecy Act and USA PATRIOT Act as they relate to the functions of this position. Complete all required reports related to those acts and reports any observed violations or potential violations of those acts to a supervisor or other appropriate bank officer.
  • Be familiar with and comply with all federal and state banking regulations as applicable.
  • Additional responsibilities as assigned.

Supervisory Responsibilities 

Has direct or indirect reporting responsibility for one to five (1-5) or more staff members. Carries out supervisory responsibilities including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; handing complaints and resolving problems.

Requirements

Qualifications

To perform this job successfully, an individual in this position must be able to perform each of the above essential duties satisfactorily and exhibit the values of the Company. In addition, the requirements listed below are representative of the knowledge, skill, and/or ability required.


Experience and/or Education

  • Bachelor's Degree in business-related major
  • 5+ years of commercial lending experience, with a strong focus on SBA lending
  • In-depth knowledge of SBA 7(a) and SBA 504 loan programs and SOP’s
  • Familiarity with SBA software platforms (e.g., E-Tran, Debtx, SBA One)
  • Strong understanding of regulatory and compliance requirements in SBA lending
  • Management experience preferred

Ability to work in an office environment which may include many hours of computer and telephone usage. In addition, this position requires many hours of “outside” or non-office activities that will place the employee in a variety of private and public environments.
