Job Description

RESPEC seeks an experienced Regulatory Compliance Specialist for our Denver, CO location.

RESPEC, a nationally recognized engineering consulting firm, seeks a candidate to provide water quality and environmental compliance services to public and private sector clients from our Denver, Colorado location. This position will involve all types of inspection, training, technical support, and compliance assistance services related to Colorado Discharge Permit Systems (CDPS) and other state or National Pollutant Discharge Elimination System (NPDES) regulations and permit holders. The role requires technical knowledge and understanding of Clean Water Permits and the federal Clean Water Act (CWA) along with the skills to administer water, wastewater, and stormwater regulatory programs. The candidate will work collaboratively with a team of regulatory compliance specialists to deliver compliance solutions and translate regulatory language into actionable common language. Key responsibilities include:

  • Interpret Federal, State, and local water quality regulations and ordinances and select appropriate methods and procedures for maintaining permit compliance
  • Perform regular inspections on construction sites, stormwater facilities, municipal water and sewage systems, industrial facilities, and more. Coordinate with local governments and clients to issue notices of violations and enforcement actions as needed. Some travel outside of Colorado may be required for site inspections.
  • Generate maps and tools to process geospatial data in ArcGIS Pro or ArcGIS Online
  • Write and edit program documents and reports that effectively communicate water quality requirements to stakeholders
  • Frequently work with federal, state, and local regulatory agencies to ensure compliance

Qualifications

Required:

  • A bachelor of science degree in science, engineering, or a related field
  • Approximately 2 to 4 years of experience with regulatory compliance related to the Clean Water Act
  • Demonstrated knowledge of Federal, State, and Local environmental regulations including the National Pollutant Discharge Elimination System (NPDES), Colorado Clean Water Permitting Sectors and Colorado Discharge Permit System (CDPS), as well as experience implementing the Minimum Control Measures of the MS4 permit
  • Experience safely conducting water quality fieldwork, such as stormwater construction, post-construction, stormwater asset management, and/or facility inspections
  • Experience documenting and communicating field inspection results and recommending corrective actions for noncompliance
  • Demonstrated experience utilizing ArcGIS Pro and/or ArcGIS Online
  • Experience writing documentation and procedural materials for multiple audiences

Preferred:

  • Experience with ArcGIS online Survey123, Dashboards, Field Maps, or Web Experience Builder

Additional Information

Compensation: Salary depends on experience and expertise. The typical salary range for this position is $70,000 to $85,000. Compensation includes a comprehensive fringe-benefits package. RESPEC is a 100 percent employee-owned company and employees are eligible for participation in the Employee Stock Ownership Plan (ESOP) after a qualifying period.
