About the Job – Your Role

As an Administrative Specialist 1, you will provide clerical support for the operations of the Health Services Division by working independently to fill out and submit adult-in-custody (AIC) Medicaid applications to Oregon Health Authority (OHA). You will work closely with Transport and Offsite Medical Care RN to determine immediate application needs. Communicates with Central Administration, Oregon Health Authority (OHA), and Third-Party Administrator (TPA) regarding immediate application submissions. You will meet with AICs to obtain information needed for Medicaid application. Act as liaison between DOC, OHA, and TPA. You will track and monitor Medicaid application submissions, eligibility, enrollment, and suspension status. Receive and review medical invoices for prospective employee pre-employment exams. Assist with maintenance of and updates to division’s policies, procedures, protocols, forms, and administrative rules. Provide general administrative support to division’s Contract Administrators. Purchase supplies and equipment through AFAMIS, Office Max. Support division’s training team by coordinating new training module approvals through the Professional Development Unit and the department’s electronic learning management system; track employee training requirements.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute.

Minimum Qualifications

Two years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data;

OR

An associate degree in general office occupations and one year of experience with records processing, generating documents, and gathering and sorting data;

OR

An equivalent combination of education and experience.

Working Conditions

These positions will be stationed at/out of Health Services (CTRS) in Salem with a possibility of hybrid remote work; however, travel to facilities may be required. These positions may work in contact with adults in custody in the institution setting and may be exposed to hostile situations or incidents. Office setting, with some time spent inside a correctional medical clinic.

The salary range listed above is for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

About the Process – What to Expect

  • Final candidates will have a background check, PREA check, and reference checks.

Requirements for Employment

The successful candidate for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, there may be some felony convictions that could disqualify you for this position. However, having a felony record does not exclusively restrict you from being considered as an applicant. CJIS clearance is done at the conditional job offer.
