The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Information Technology and Research (IT&R) Section of the Central Services Division. IT&R provides a broad range of specialized technical services in the areas of information systems, data analysis/dissemination, and computer/telecommunication services for a large, diverse agency. The staff support the collection, processing, analysis, and dissemination of statewide and regional data about workers' compensation, accident prevention, insurance, financial institutions, corporate securities, building codes, and senior health insurance benefits. The section supports a number of critical systems to meet the regulatory requirements for each program and interact with other state and federal agencies.

This position is eligible to telework on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As the Systems Architect, you will serve in a leadership role for the Technology Services system administration and technical staff and will be an expert level consultant to agency management in identifying risks and opportunities when using technology or information.
Duties include:
Serving on complex, large, cross-division, and cross-agency Information and Technology projects, ensuring technical requirements are identified and implemented effectively
Providing expert level consultation to DCBS executives, managers, staff, and other professional IT staff
Performing or leading others in performing: systems review, analysis and design, procuring systems, writing specs, creating and implementing testing plans, training plans and communication plans, developing user communications and ensuring customer satisfaction with the resulting solutions

Here’s what you need to qualify:
Minimum Qualifications:
Seven (7) years of information systems experience in Systems and Network administration
OR
An associate degree or higher in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field AND 5 years of information systems experience in Systems and Network administration
OR
A bachelor's degree in Information Technology, Computer Science, or related field AND three (3) years of information systems experience in Systems and Network administration.
OR
A master's degree in Information Technology, Computer Science, or related field AND one (1) year of information systems experience in Systems and Network administration.
Requested Skills:
Thorough understanding of Operating System and application management
Proven experience troubleshooting network and client/server issues
Understanding of systems architecture in a complex, enterprise environment
Strong communication skills with the ability to converse equally well with highly technical and non-technical individuals
Experience with medium and long-term planning
Leadership experience including mentoring coworkers and incident management

Additional information:
Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
The salary range listed is the non-PERS eligible rate. If you’re already a participating PERS member or once you become PERS eligible after 6 months of employment, the salary range will increase by 6.95% and the required 6% employee retirement contribution will be deducted from your pay.
The successful candidate must have a valid driver's license and a satisfactory driving record. Before an offer of employment, DCBS may request that you provide an official driving record.
