Northrop Grumman's Strategic Deterrent Systems (SDS) Division is looking for a dedicated Program Control Manager 3 to join our team at the Northrop Grumman Roy Innovation Center. This key leadership role is responsible for ensuring EVM compliance across SDS programs by collaborating closely with Program and SDS Division leadership. The successful candidate will engage with government compliance agencies, such as the Defense Contract Management Agency (DCMA), to identify and resolve non-compliance issues while assisting programs in enhancing and maintaining a validated Earned Value Management System.

What You’ll Get To Do:
• Lead and support a team of EVMS Analysts, managing staffing, employee engagement, professional development, goal setting, annual performance reviews, and issue resolution.
• Build and maintain strong relationships with government compliance agencies to address and rectify non-compliant EVM processes.
• Oversee and coordinate Validation Reviews, Joint Surveillance Reviews, Internal Audits, and Internal Surveillance of EV-required programs according to Northrop Grumman guidance.
• Issue Internal Corrective Action Requests (iCARs) as needed and ensure their timely tracking to closure.
• Review and advise on EVM compliance procedures within the SDS Division, helping to revise processes to ensure compliance and effectiveness.
• Coordinate EVMS training activities for all personnel including Control Account Managers (CAMs).
• Provide consultation on program setup and start-ups with a focus on EVMS compliance.
• Deliver program cost and schedule data to Sector and Division as required.
• Conduct EVMS-Data and Earned Value Metrics analysis on EV-required programs.
• Plan and execute the annual Internal Surveillance Program in alignment with compliance standards.
• Facilitate coordination of Integrated Baseline Reviews (IBR) and EVMS compliance reviews of subcontractors as needed.
• Develop a close working relationship with SDS program leadership and execution teams to enhance collaboration and communication.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.
Basic Qualifications:
• Bachelor’s degree from an accredited university with 8+ years of experience in Business, Finance, or a related field focused on program cost control and planning; or a Master’s degree with 6+ years of related experience.
• Minimum of 3 years in a formal management position
• Active Department of Defense (DoD) Secret clearance and/or eligibility to acquire a Sensitive Compartmented Information (SCI) clearance.
• Proven leadership experience in a similar role.
• Extensive knowledge and experience in implementing Earned Value Management Systems (EVMS).
• Proficiency in auditing compliance, including data review and analysis.
• Expert-level proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
Preferred Qualifications:
• Master’s degree in a relevant field.
• Experience with Cobra software for Earned Value Management.
• Familiarity with Industry Standard scheduling tools.
• Previous experience working with restricted customers.

Salary Range: $146,800.00 - $220,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.
