Position Summary

The FRCPS Manager is responsible for the day-to-day supervision of FRCPS program staff, oversight of service delivery, quality assurance, and compliance with agency standards and contractual obligations. This position ensures that high-quality, trauma-informed support is provided to children and families involved in the system. The Manager is responsible for team development, regulatory compliance, service coordination, and the effective execution of placement and licensing processes. This role serves as a key link between the agency's leadership and front-line staff, ensuring that services meet established standards and client needs.


Essential Duties and Responsibilities

Staff Supervision & Development

  • Provide direct supervision to FRCPS Family Support Specialists, including documentation of supervision, performance evaluation, and training oversight.
  • Support professional development through coaching, mentoring, and team meetings.
  • Assist with hiring, onboarding, and ongoing training of case managers in accordance with agency policies.
  • Oversee the recruitment, hiring, and retention of staff at all levels, ensuring alignment with program goals and organizational values.
  • Conduct regular performance reviews, providing feedback and developing actionable plans for staff growth and improvement.

Program Operations & Case Oversight

  • Oversee daily operations related to case management, placement coordination, and support services for children and foster families.
  • Monitor and support the referral, intake, matching, and authorization processes to ensure timeliness and documentation accuracy.
  • Conduct regular quality assurance reviews to ensure compliance with internal and external standards.
  • Oversee timely, geographically appropriate assignment of referrals to staff.
  • Maintain awareness of program goals and support achievement of budgetary and service delivery objectives.
  • Assist in ongoing program planning, data evaluation, performance improvement, and regulatory compliance.
  • Collaborate with agency leadership to ensure communication of program priorities and adherence to best practices.
  • Provide support in problem-solving, service coordination, and resolution of escalated cases.

Quality Assurance & Compliance

  • Ensure regional compliance with all state licensing regulations, Medicaid guidelines, and COA standards if applicable.
  • Review and audit case documentation to ensure quality, accuracy, and timeliness.
  • Monitor caseloads and service delivery to promote safety, permanency, and well-being for children in care.
  • Support implementation of agency risk management protocols and participate in quality improvement efforts.

Community Engagement & Outreach

  • Foster and maintain relationships with community organizations, SCDSS county offices, local partners, and referral sources.
  • Participate in outreach and marketing efforts to ensure services are responsive to family and community needs.
  • Represent the program at multidisciplinary, inter-agency, and regional meetings.
  • Represent the agency at external meetings and events to enhance visibility and foster collaboration.
  • Provide direct service support to staff, children, and families when needed, especially in crisis or high-risk situations.

Direct Service (As Needed)

  • Maintain a small caseload and perform case management duties as required.

Administrative Responsibilities

  • Complete performance evaluations, timesheets, supervision notes, and other required administrative documentation in a timely manner.
  • Monitor program metrics and contribute to data tracking for agency reporting and compliance.
  • Assist with regional budget management to ensure efficient use of resources.
  • Participate in strategic planning and policy development related to services.
  • Perform other duties as assigned by the Director of Program Operations to ensure the overall success of the program.
  • Oversee the accuracy and timely submission of timecards for all direct reports, ensuring compliance with agency policies and procedures.
  • Approve timecards, mileage expenses, and leave requests, ensuring adherence to proper protocols and that staffing needs are consistently met.

Supervisory Responsibilities

  • Directly supervises FRCPS Family Support Specialists.
  • Oversees supervision documentation, evaluation, training, and adherence to agency standards.
  • Provides performance feedback, conducts evaluations, and supports professional development planning.
  • Ensures adequate coverage, scheduling, and staff capacity to meet service demands.
  • Serves as the point of contact for escalated case issues and supports resolution efforts in coordination with leadership.

Qualifications

  • Master’s degree in Human Services, Counseling, Psychology, Social Work, Marriage and Family Therapy, Behavioral Science, or related field required with a minimum of 3 years of documented supervisory experience in human services (preferred).
  • Or Bachelor's degree required with a minimum of 6 years’ experience with a minimum of 3 years of documented supervisory experience in human services
  • Experience in child welfare, foster care, or related fields with increasing leadership responsibility.
  • Demonstrated leadership ability and familiarity with supervision of work teams.
  • Knowledge of child welfare, juvenile justice systems, and local community resources.
  • Strong understanding of trauma-informed care, child development, and family systems.
  • Strong organizational, communication, and time management skills.
  • Ability to work independently, manage stress effectively, and demonstrate professional integrity.
  • Proven skills in staff supervision, team building, and service coordination.
  • Ability to manage competing priorities and remain flexible in a fast-paced environment.
  • Commitment to the mission, values, and guiding principles of Growing Home Southeast.
  • Valid driver’s license, reliable transportation, and willingness to work irregular hours.

Salary: $58,000 - $62,000
