The Bureau of the Agency Chief Contracting Officer within the Division of Finance is primarily tasked with overseeing, managing, and executing citywide contractson behalf of the Agency while adhering to citywide guidelines, rules, regulations, and policies.
Under direct supervision of a Deputy Agency Chief Contracting Officer, the selected candidate will utilize varying degrees of managerial direction and independent
initiative and judgment. The selected candidate will have one direct report.
Duties Will Include, But Not Be Limited To:
-Develop procedures to standardize procurement processing both within the ACCO's Office and Agency-wide.
-Train Agency personnel on procurement-related topics, such as Procurement Ethics, Procurement 101 for managers, RFP Development, Scope Development, etc.-Serve as an internal procurement and contract management consultant for Divisions.
-Work with Divisions to engage community members in the procurement process.
-Review procurement records to identify goods and services that are used by more than one division but are currently procured separately. Manage both the solicitation development and contract award processes for consolidated procurements.
-As needed, in collaboration with subject matter experts, write solicitations for competitive procurements resulting in contracts, and manage development and approval of procurement documents to ensure strict compliance with timelines, and with all relevant rules, regulations and practices.
-Meet with Divisional personnel to develop specifications for consolidated procurements.
-Review procurements that are processed through a fiscal agent to ensure that they adhere to the PPB Rules and Agency policies.
-Manage Requests for Information (RFI) agency wide.
-Collect and analyze quantitative data for special projects and reports from multiple external sources and internal databases.
-Develop visualizations to illustrate complex process changes to Agency staff with different processing prospective.
-Review and analyze procurement milestones and cycle time data to find trends and areas for improvement.
ADMINISTRATIVE STAFF ANALYST ( - 1002D
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
