Job Description

Turner & Townsend Heery is seeking an experienced Project Manager with Estimating Experience to monitor construction projects for clients, with direct accountability for project delivery.

The Project Manager shall manage all facets of project management for individual projects while protecting the client’s best interests in a manner that will facilitate delivering quality projects on-time and with-in budget.

Location: Full time, on site in Washington, DC with 1 remote day per week based on client’s approval. 

Job Responsibilities:  

  • Conduct periodic site visits to monitor the progress of construction.
  • Review status of work completed during the period covered.
  • Review that work is generally proceeding in a good and workmanlike manner and in general accordance with the approved drawings and specifications.
  • Review contractors' direct cost payment requisitions and budget status.
  • Review of subcontracts, bonds/subcontractor default insurance.
  • Review of change orders.
  • Review of construction contractor’s monthly progress reports,.
  • Review of lien waiver and other documentation submitted by the construction contractor.
  • Review contract drawings and specifications and opine for completeness and general compliance with commonly accepted architectural /engineering best practices.
  • Analyze the construction contractor’s direct and indirect cost budget including cost estimate back-up and coordinate with the Cost Advisory group performing parameter estimates, spot quantity take-offs and review of supporting documentation submitted by the developer, contractor and subcontractors.
  • Review and make relevant comments concerning the terms of the construction agreement, the submitted subcontracts, architectural and engineering design agreements, building loan agreement as well as review both contractor and architect's qualification statements.
  • Review and comment on construction schedules as well as other submitted documents including but not limited to:
    • certified surveys
    • building permits and approvals,
    • utility company approval letters
    • Concrete, soil and foundation engineering reports
  • Prepare construction risk assessment reports.
  • Prepare daily reports.
  • Other duties as assigned.
  • No formal supervisory responsibilities in this position.
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable. 

Qualifications

  • Excellent written and verbal communication skills.
  • Strong organizational and analytical skills.
  • Ability to provide efficient, timely, reliable and courteous service to customers.
  • Ability to effectively present information.
  • Requires advanced knowledge of financial terms and principles.
  • Ability to calculate intermediate figures such as percentages, discounts, and commissions.
  • Conducts advanced financial analysis.
  • Ability to comprehend, analyze, and interpret complex documents.
  • Ability to solve problems involving several options in situations.
  • Requires advanced analytical and quantitative skills.
  • Intermediate skills with Microsoft Office Suite.
  • Ability to read and understand architectural drawings.
  • Knowledge in MS Project, leases, contracts, and construction practices.
  • Knowledge of the entitlement/permitting process and construction delivery methods and agreements.
  • Familiarity with construction best practices, general building codes, and various building types and systems.
  • Passion for being detail oriented and highly organized.
  • Able to evaluate potential change orders (PCO’s) and prepare Government independent cost estimates (ICEs) while analyzing and validating proposed changes to construction contracts.
  • Must be able to negotiate with contractors diplomatically.

Education/Experience:  

  • Bachelor's degree in Architecture, Engineering, Construction Management, or related field.
  • Minimum of five (5) years of progressively responsible experience, which includes managing multiple renovation projects, small (over $1M ‐ $50M) and/or new construction projects. Experience should also include managing A/E (design) consultant services and construction administration. Must have been in position that demonstrates independent decision‐making.
