Job Description:

The Nebraska Department of Transportation (NDOT) is seeking a Project Delivery Engineer to join us in our mission to enhance the quality of life for Nebraskans by building and maintaining a convenient, safe, and innovative transportation system!

The District Project Delivery Engineer aids in the delivery of state and federal aid funded construction projects. The position assists in balancing project and program deliverability, scope, cost, and schedules. This position is part of a 5-member team of technical project delivery managers with expertise in project design, environmental requirements, scheduling construction, and funding. This team works with all representatives assigned to assist with project delivery. This position coordinates between Central Complex and District staff.

Pay rate range for this position is $40.088 per hour to $59.095 per hour. The pay rate is commensurate with education and/or experience within fiscal constraints, if approved. Qualifications for this classification are listed below.

If unable to fill at the Professional Engineer II level, will consider applicants at the Professional Engineer I level. Pay range for this classification is $34.857 - $51.383 per hour. The pay rate is commensurate with education and/or experience within fiscal constraints, if approved. Qualifications for this classification are listed below.

If unable to fill at the Professional Engineer I level, will consider applicants at the Engineer level. Pay rate for this classification is $30.577 per hour. Qualifications for this classification are listed below.


 

Job Duties:

  • Technical District Coordination – Communication and coordination with District resources to provide critical information for initiating, planning, designing, and coordinating activities for construction project development; coordination requires scheduling and management of items, such as existing asset condition, slope verification, culvert, guardrail, curb and flume assessment, driveway, and intersection locations, mailbox turnouts, erosion and/or maintenance issues or concerns, constructability, phasing/detours, winter work opportunities, letting optimization, utilities, environmental commitment compliance (tree trimming, bridge netting needs), and coordinating survey needs.
  • Technical Project Management – Continuous coordination and communication with Technical Project Managers to efficiently deliver construction projects and programs, manage risks and changes in scope, cost, and schedule, and improve schedule reliability.
  • Public Engagement – Along with NDOT’s Communications division, participates in the planning and execution of meaningful public engagement to support project delivery and construction.
  • Construction Risk Assessment & Mitigation – Identify and mitigate constructability risks that may affect NDOT’s program and project delivery, overruns, and change orders.
  • Quality Assurance – Perform quality assurance through plan review to improve constructability and simplify contractor bidding.
  • Document Approval – Review and recommend approval of Planning and Scoping (PIH) documents and facilitate development of local agreements.
  • NEPA Assumption – Support via project and program risk assessment and mitigation.
  • Management/Oversight – Supervise any or all the following functions in the District: Designers, Engineers, Project Managers, Survey Crew, District Environmental Coordinator(s), Project Final Reviewer(s); assist in management of construction personnel during District winter operations; serve as assistant District Construction Engineer and act on behalf of the District Construction Engineer when designated.
  • Miscellaneous - Perform other duties as assigned.


 

Requirements / Qualifications:

Minimum Qualifications:
Professional Engineer II: Bachelor’s degree in an engineering discipline and one year of experience performing professional level engineering assignments. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at time of employment or be able to obtain such license within 90 days of employment.

Professional Engineer I: Bachelor’s degree in an engineering discipline. Must possess a Professional Engineer (P.E.) license at the time of application and be licensed by the Nebraska Board of Engineers and Architects at the time of employment or be able to obtain such license within 90 days of employment.

Engineer: Bachelor’s degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment.

Preferred Qualifications:

  • Professional Engineer licensure or demonstrated progress toward licensure (i.e., verification of passing the PE exam).
  • Two or more years of engineering experience in heavy highway/bridge construction, roadway design, bridge design, and/or materials engineering.
  • Practical construction inspection and management experience in heavy highway/bridge construction and working knowledge of and/or experience in preparing projects for bid letting.
  • Experience with OpenRoads Designer, Bluebeam Revu, AASHTOware, OnBase, Clarity, and Microsoft Office.

Other:

  • If underfilling at the Engineer level, engineering degrees must be from an EAC/ABET-accredited program (or evaluated by NCEES as equivalent).
  • Must possess a valid driver’s license.
  • Regular travel is required with occasional overnight stays.
  • Regular and reliable attendance is also required.

Knowledge, Skills, and Abilities:

Must be able to read, understand, and assess engineering plans to identify constructability issues; be able to communicate that information to project delivery team members, the public, elected officials, environmental professionals, and resource agencies. Must be able to interpret environmental rules, regulations, and laws, and be able to communicate and work cooperatively with NDOT Environmental Management, NDOT Environmental Biologists, NDOT Engineering Design, NDOT Project Scheduling, NDOT Bridge and Roadway Design, NDOT Local Projects, Consultants and District staff to incorporate requirements and ensure the Highway project design and subsequent project construction complies with those associated requirement and any commitments made during the development projects.

Knowledge of: the engineering principles, practices, and techniques associated with the assigned work; general management principles, techniques, and methods, such as personnel and organizational management, and employee supervision; state and federal laws and regulations associated with the assigned work; current literature, trends, developments, and practices associated with the assigned work.

Ability to: communicate ideas, concepts, regulations, practices, and procedures to present, persuade, negotiate, or defend decisions and actions; make clear and convincing group presentations; listen to others and facilitate exchange of information; develop and revise policies and standards to carry out work objectives properly, safely, and cost effectively; establish program objectives and performance goals to utilize available resources, meet division and agency goals, and comply with state and federal requirements; lead others and foster cooperation as a team; anticipate and act before being required by events; improve personal and assigned employees’ performance; counsel and offer employees career enrichment and satisfaction; coordinate and integrate the activities of diverse work units and employees/contractors; courteously interact with members of the public, elected and appointed officials, public interest group representatives, contractors, consultants, and agency employees at all levels within the organization; project a professional image and provide leadership; perform responsibilities with high ethical and professional standards.
