The OSFM is recruiting for a Research, Analysis, and Statistics Manager 1 position. As the Research, Analysis, and Statistics Manager, you will direct and administer the Analytics & Intelligence (A&I) Unit by coordinating data research and analysis to provide fire and hazardous materials incident reporting, leading the agency’s data governance initiatives, managing the agency’s data warehouse, and more. The agency’s leadership and staff rely on this position and the A&I team to help them visualize and communicate information with interactive and easy-to-understand dashboards, identify trends and forecasts in service, and improve decision making that can impact emergency response partners. As the leader of this unit, you and your team will provide accurate, actionable data to the agency’s programs, partners, and the public to improve public safety through the prevention of fire-related fatalities, injuries, and economic loss.

Position Details:
This is a full-time, permanent position and is management service and not represented by the union.
This position is based at our Salem office in Oregon.
This position is expected to report to the Salem office but may be eligible for hybrid work after 6 months.
The salary listed is the non-PERS qualifying salary range. When the successful candidate is PERS qualifying, the salary range will reflect the additional 6.95%.

Minimum Qualifications:
Five years of lead work, supervision, or progressively related experience; OR
Two years of related experience and a bachelor’s degree in a related field.
Special Qualifications:
Requires a valid drivers’ license with an acceptable driving record.
Desired Attributes:
Expertise in Data Governance – Extensive working knowledge of data governance principles, including compliance, security, data privacy, and regulatory frameworks.
Data Infrastructure & Architecture – Strong understanding of data infrastructure, architecture, and integration strategies, including cloud-based solutions, data warehousing, and system scalability to support business needs.
Project Management & Data Analytics – Proficiency in project management methodologies (e.g., Agile, Lean) and data analysis techniques to drive informed decision-making and achieve agency goals.
Communication & Stakeholder Engagement – Ability to translate complex technical topics into clear, accessible language for diverse audiences, including executive leadership, technical teams, and external stakeholders.
Leadership & Program Management – Experience leading and supervising a data-driven program, including strategic planning, project delegation, cross-functional collaboration, change management, and performance evaluation.
