Job Description:

Business Oregon the state’s economic development agency, is currently hiring a Business Process Analyst (Operations and Policy Analyst 3). This position will ensure that business processes, policies, and workflows are effectively aligned with the goals and capabilities of modernized systems. In this role, you will analyze, redesign, and document processes to optimize efficiency and operational effectiveness. This position plays a critical role in data migration efforts by standardizing templates, forms, and data collection methods, while also ensuring historical data accessibility post-implementation.

Note: We are committed to fostering a supportive work environment that promotes work-life balance and flexibility. This hybrid role has the expectation of occasional in-office presence at our Salem location, as needed to support business operations.

What you will do:

  • Analyze and document current business processes, identifying inefficiencies and gaps.

  • Redesign workflows and procedures to align with modernized system capabilities and organizational goals.

  • Develop and support plans to phase out legacy systems while ensuring historical data accessibility.

  • Identify opportunities for further process improvements based on system performance and user feedback.

  • Document desk manuals and standard operating procedures to support the business.

  • Support the Organizational Change Management (OCM) team in identifying impacts of process changes on staff and operations.

  • Assist in the update of policies and procedures to reflect changes in business processes and system functionalities.

  • Serve as a liaison between business stakeholders, technical teams, and vendors to facilitate alignment and consensus on process and system changes.

  • Provide regular updates to leadership and stakeholders on process-related progress and challenges.

The ideal candidate will possess a combination of some or all the following skills:

  • Demonstrated ability to analyze and map current and future state processes, identify gaps, and recommend improvements.

  • Experience supporting enterprise system implementations, particularly with transitioning from legacy systems.

  • Demonstrated understanding of Organizational Change Management (OCM) principles, with experience assessing the impacts of process and system changes on staff and operations.

  • Skilled in developing clear, user-focused documentation including desk manuals and standard operating procedures (SOPs) and supporting knowledge transfer across teams and departments.

  • Experience supporting or delivering end-user training related to new processes and procedures.

What you need to qualify:


A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.

OR

Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

  • This position is a classified, full-time position, exempt and is not represented by a union.

  • PERS – This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account.  This will mirror the bargained SEIU and AFSCME PERS process.
