Job Description

International SOS is looking for qualified individuals to provide leadership, management, and guidance for clinical counseling services for The Navy Fleet and Family Support Program (FFSP) which serves active duty members of the Navy, Marine Corps, Army, and Air Force plus their eligible family members; active duty members of foreign military services who are stationed in the area; reserve military personnel and their family members when they are eligible for military medical care, military members designated as severely wounded, ill and injured and their identified caretakers and, on a space available basis, military retirees and their family members and widows, eligible family members of military decedents and other groups as directed and authorized by higher authorities in response to special circumstances. 

The Functional Chief for Clinical Counseling is responsible for overseeing and managing all aspects of the clinical counseling program, ensuring the delivery of high-quality care to FFSP patients. They will also play an important role in developing and implementing effective strategies to support the mental well-being of clients and improve overall program effectiveness. 

Key Responsibilities

  • Review and implement a comprehensive clinical counseling program that aligns with the client’s vision, mission and goals. 
  • Supervise and provide guidance to clinical staff, ensuring the delivery of effective and evidence-based counseling services to include intervention services for at-risk families and children identified both inside and outside of the Family Advocacy Program (FAP). 
  • Have input into program budgeting and financial management, ensuring efficient utilization of resources and compliance with funding requirements. 
  • Collaborate with senior external stakeholders, including government agencies, community organizations, and healthcare providers, to enhance program accessibility and effectiveness. 
  • Monitor and evaluate program outcomes, utilizing data-driven approaches to assess program effectiveness and identify areas for improvement. 
  • Implement quality assurance measures to ensure adherence to professional standards and regulatory requirements. 
  • Develop and maintain partnerships with relevant organizations and providers to enhance service coordination. 
  • Stay updated with current trends, research, and best practices in the field of mental health, incorporating this knowledge into program development and service delivery. 
  • Provide leadership and support to program staff, fostering a positive and collaborative work environment. 
  • Prepare reports and presentations for organizational leadership and external stakeholders, effectively communicating program outcomes, challenges, and recommendations. 
  • Participate in site/regional quarterly quality assurance procedures to ensure that all clinical services provided are safe and of good quality.  
  • Ensure the counseling team document and maintain current records in the FFSMIS Clinical Counseling Record System for all non-medical counseling assessment and counseling services provided IAW current Navy requirements.  
  • Ensure staff delivering non-medical counseling services are accounting for all services delivered in scheduling module in FFSMIS.

Qualifications

Required Skills and Knowledge

  • Minimum educational qualifications include a master's degree in social work accredited by the Counsel on Social Work Education, a master’s degree in marriage and family therapy accredited by the Commission on Accreditation of Marriage and Family Therapy Education, or a doctoral degree in clinical or counseling psychology accredited by the American Psychological Association. 
  • Minimum professional qualifications include a current, valid and unrestricted clinical license or certification from a state or U.S. territory authorizing independent clinical practice in the fields of clinical social work, marriage and family therapy or clinical/counseling psychology. 
  • Excellent communication and interpersonal skills to effectively collaborate with staff, clients, and external stakeholders. 
  • In-depth knowledge of mental health treatment modalities, evidence-based practices, and current research in the field. 
  • Proficiency in program development and implementation, including strategic planning, resource allocation, and budget management. 
  • Ability to analyze data and utilize outcomes to drive program improvement and inform decision-making. 
  • Strong organizational skills, with the ability to manage multiple priorities and meet deadlines. 
  • Familiarity with relevant regulations and compliance standards in the mental health field. 
  • Ability to adapt to changing environments and embrace innovation in mental health service delivery. 
  • Commitment to cultural sensitivity and the ability to promote inclusivity and diversity within the program. 
  • Strong problem-solving skills and the ability to make sound decisions in complex situations. 
  • Maintain current clinical credentials and privileges throughout FFSP assignment. 
  • Must meet or exceed the requirements for Tier II qualified clinical practitioners, as described in SECNAVINST 1754.7A. 
  • Working knowledge of Microsoft 365. 
  • Individual should be detail-oriented, self-motivated and able to work autonomously. 

Required Work Experience 

  • Minimum of 3 years in a leadership role within a counseling program and strong leadership and management abilities, with the capability to motivate and inspire a team. 
  • Minimum experience includes two years, including at least 2000 hours, of full-time post-master’s supervised clinical experience. 
  • Must meet the standards of professional and ethical conduct prescribed by their discipline or licensing board and demonstrate current clinical competence through direct service clinical experience during the 2 years preceding hire. 
  • In general, Clinical Counselors shall possess a broad range of specialized work experience including working with family programs, military or civilian social service agencies, and/or is a military family member with full understanding of the military lifestyle.  
  • Strong oral and written communication, assessment, and advocacy skills are required.  
  • Possess advocacy knowledge, skills, and abilities such as: working knowledge of state, federal, and local resources, as well as understanding, sensitivity, and empathy for sailors and family members from diverse racial, ethnic and socioeconomic background. 
  • Knowledge of the FFSMIS system is desired but not required.

Pay range is based on several factors and may vary in addition to a full range of medical, financial, and/or other benefits. Final salary and offer will be determined by the applicant’s background, experience, skills, internal equity, and alignment with geographical market data.
