We are seeking a Deputy Program Manager, Strategic Planning & Integration to support N3B in a direct role! This position is full-time and will be based out of Los Alamos, New Mexico.
Responsibilities
Report to the Strategic Planning & Integration Program Manager for day-to-day assignments and will be responsible for effective leadership and management of personnel; accountable for the timely and technical deliveries in:
Planning and Integration,
Project Controls,
Change Management,
Risk & Strategy, and
Systems Reporting.
Establish operating policies to mitigate risk, provide reporting cost and schedule performance of the contract activities in compliance with regulatory requirements.
Lead project teams to deliver processes for integration and project controls.
Possesses the ability to ensure all deliverables and activities required to meet objectives are identified and documented and comply with expectations.
Develops and maintains project baselines, with appropriately defined project scope, timelines, budgets, and resource allocation plans.
Oversees project activities, manage tasks, and ensure adherence to the project plan.
Leads and motivates project teams, providing guidance and support.
Communicates project status, addresses challenges and concerns, and manages expectations.
Identifies, assesses, and mitigates project risks.
Manages project costs and ensures adherence to the budget.
Utilizing N3B’s Earned Value Management System (EVMS), and working with project controls support staff, tracks progress, identifies potential issues, analyzes variances, and develops, implements, and manages corrective actions.
Ensure project deliverables meet quality standards.
Maintains project documentation, including plans, reports, and meeting minutes.
Requirements
Education & Years of Experience – Bachelors' degree in a business-related discipline and combined with 18 years’ relevant experience. Formal education in Project Management, Project Management Professional (PMP) or other notable project management certification or demonstrated proficiency in Project Management (particularly on government contracts with EVMS requirements) is essential. However, a combination of education and relevant experience wherein the knowledge, skills, and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.
Citizenship – To be considered, you must be a United States (U.S.) citizen due to the federal nature of the work.
Clearance – To be considered, you must be able to obtain and maintain a government issued clearance, if needed.
Demonstrated knowledge and ability in:
budget and schedule development;
coordinating project schedule development within budget call timelines while maintaining project schedule and budget data baselines;
managing budget and scheduling work authorization and change control processes;
managing interfaces between project planning and budget and financial systems; and
working with and analyzing budgets and schedules to ensure accuracy and reliability.
Ability to create predictive and collaborative plans.
Ability to examine all economic, social, and environmental costs and benefits, in order to determine most appropriate option and to plan a suitable course of action.
Flexibility to respond to changing business requirements.
Comprehensive knowledge of Planning and scheduling, Cost management, Forensic analysis.
Demonstrated knowledge of control and change management
Demonstrated knowledge of Life Cycle Cost and Schedule Baseline (LCB)
Demonstrated knowledge of Earned Value Management Systems (EVMS)
Demonstrated success developing, monitoring, and managing labor cost and manpower requirements against budget limitations.
Ability to analyze operations in evaluating performance or to determine areas of potential cost reduction, increase productivity, program improvement, or policy change.
Excellent interpersonal, presentation and public speaking skills, both practiced and impromptu.
High-level understanding of all business functions such as IT, HR, Finance, etc.
Ability to foster a culture that promotes ethical practices, customer focus and service and encourages individual integrity; maintains a positive and ethical work climate that is conducive to attracting, retaining and motivating a diverse group of top-quality employees at all levels.

Proven track record of leading project teams.
Demonstrated expertise in project management, including project controls, scheduling, budgeting, and cost analysis.
Demonstrated knowledge and ability in budget and schedule development.
Deep knowledge of change management principles, life cycle cost analysis, and risk mitigation strategies.
Proficiency with Earned Value Management Systems (EVMS) and forensic schedule/cost analysis.
Strong financial acumen with experience analyzing operational and financial data to drive performance and decision-making.
Excellent written and verbal communication skills are essential for effective stakeholder management and team leadership.
Ability to lead and motivate teams, delegate tasks, and resolve conflicts.
Strong organizational skills and ability to develop and manage project plans.
Ability to identify and resolve issues effectively.
Working knowledge of government contracting or regulated environments, including subcontract oversight and compliance.
High emotional intelligence, strong interpersonal skills, and the ability to lead cross-functional teams across diverse disciplines.
Project Management Methodologies: Familiarity with project management methodologies such as Agile, Waterfall, or PMBOK.
Software Proficiency: Proficiency in project management software and tools.
About the Site
N3B manages the Los Alamos Legacy Cleanup Contract for the U.S. Department of Energy Environmental Management’s Los Alamos Field Office, which is responsible for cleaning up contamination that resulted from LANL operations before 1999 and packaging and shipping radioactive and hazardous waste off-site for permanent disposal (n3b-la.com).
