The Fire Department of the City of New York (FDNY), comprised of approximately 17,000 employees in uniformed, emergency medical services, and civilian titles, is seeking an experienced Human Resources professional with strong knowledge of City and civil service leave policies. The position is for a full-time, permanent Staff Analyst Level 2 to serve as the Senior Specialist in the HR Benefits and Leave Unit within the Bureau of Human Resources. This position reports directly to the Senior Director of the HR Benefits and Leave Unit.
The Senior Specialist of Benefits and Leave will be responsible for, but not limited to, the following:
- Approving leave requests, including FMLA, Paid Family Leave (PFL), Paid Parental Leave (PPL), Personal Leave, Child Care Leave, and Military Leave.
- Assisting with retirement calculations, resignations, Medical Leave SLOAC, advanced time, and grants.
- Ensuring compliance with the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), Workers' Compensation, and other applicable rules and regulations.
- Monitoring and processing Section 71/73 terminations.
- Acting as a liaison to internal departments including Payroll/Timekeeping, Legal/General Counsel, Bureau of Investigations & Trials (BITS), Bureau of Health Services (BHS), Labor Relations, and Absence Control regarding leave and employee/member transactions and requests.
- Collaborating with the Senior Director and the Department of Citywide Administrative Services (DCAS) on leave and benefits updates and guidance.
- Reviewing, researching, and interpreting benefits and leave policies, rules, laws, and regulations, and providing guidance to HR unit staff, employees, and members.
- Ensuring adherence to all applicable rules and regulations within the Benefits Unit.
- Providing metrics and reports on requests and actions.
- Assisting with pension membership, pension buyback requests, leave balance transfers, and related payments in a timely manner.
- Performing other related human resources functions as required.
STAFF ANALYST - 12626
A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full- time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described in "2" above.
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience as described in "2" above.
A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma.
