The New York City Housing Authority (NYCHA) is committed to increasing opportunities for low- and moderate-income New Yorkers by providing safe, affordable housing and facilitating access to social and community services. NYCHA’s Department of Resident Economic Empowerment & Sustainability (REES) is charged with working to develop and implement programs, policies and collaborations to measurably support residents’ increased economic opportunities with a focus on asset building, employment, advancement, adult education and training, and business development.
YouthBuild is a community-based alternative education program for youth who left high school prior to graduation and who also face other risk factors, including youth who are justice-involved, aging out of foster care, living with disabilities, experiencing housing instability, and facing other marginalized circumstances. NYCHA was awarded a $1.3 million YouthBuild U.S. Department of Labor (DOL) grant to serve NYCHA teens and young adults in Brownsville, Brooklyn, NY. The program will encompass education, occupational skills training, leadership development, and high-quality, post-program, job placement opportunities for 60 NYCHA residents - the first cohort of 30 students entered the program in the fall of 2024.
REES is seeking a dynamic Project Manager, YouthBuild to serve as a member of the REES Team and the YouthBuild NYC Collaborative, with a specific focus on supporting the new DOL funded YouthBuild program serving teens and young adults from NYCHA public housing developments, PACT/RAD developments and Section 8 assisted households in Brownsville, Brooklyn. As NYCHA’s first YouthBuild grant in over two decades, the NYCHA YouthBuild Project Manager will play an integral role in the launch, implementation and contract and grants management to ensure that the program meets contractual goals, abides by the YouthBuild model and has a positive and measurable impact on the Brownsville community. This position requires a talented individual who is equally comfortable working directly in NYCHA communities and in-house on project management duties.
Responsibilities shall include, but not be limited to the following:
1. Support and advance the NYCHA YouthBuild program as part of NYCHA and the City’s overall goal of increasing employment opportunities for NYCHA residents.
2. Responsible for contract and project management related to the NYCHA YouthBuild program, in collaboration with NYCHA’s Office of Resident Initiatives, and NYCHA’s Accounting & Fiscal Services Department. This will include ensuring that executed partner agreements are followed; monitoring program and vendor budgets; ensuring timely submission of invoices by contracted partner and reviewing invoices and backup documentation for payments; monitoring program match; writing and submitting program reports and acting as one of NYCHA’s main point people to DOL on the grant.
3. Visit the NYCHA YouthBuild program on a weekly basis to ensure the facilitated components of the program as on track. Document any challenges/concerns, propose solutions and discuss with Contractor and match partner and REES leadership proactively to ensure continued success.
4. Conduct informal audit checks of enrollee paper and digital files to ensure data integrity and in preparation for DOL required quarterly reports.
5. Support the REES Deputy Director to ensure that systems and procedures are captured and implemented by the contracted partner and match partner at the training site(s), particularly as it relates to file and data storage and program milestones.
6. Serve as NYCHA’s point person to the NYC YouthBuild Collaborative team on all operational, data sharing, reporting and programmatic items related to the NYCHA YouthBuild program.
7. Liaison with NYCHA Brownsville development Property Management offices, local Resident Associations, the NYCHA YouthBuild vendor and match Partners to ensure ongoing collaboration, project buy-in and that economic opportunity resources are directed towards the site.
8. Be part of the team to represent NYCHA at DOL YouthBuild trainings and grants management meetings, other external meetings, and/or site visits with elected officials, U.S. DOL, community boards and other key stakeholders.
9. Perform other related items as needed.
