Overview
The CDC Foundation seeks a full-time Systems Programmer to provide information technology support for the collection, processing and analysis of data to monitor and evaluate interventions for improving maternal and neonatal health in low-resource settings. The Systems Programmer will provide senior-level support to develop or adapt data entry as well as code, clean and process data applications. The Systems Programmer will work as part of a team to conduct assessments to determine baseline and changes in the availability, access and quality of maternal health services in Tanzania. The Systems Programmer may participate in field activities in Tanzania to train local information technology professionals and conduct data collection. The Systems Programmer position is an interdisciplinary role that brings together strong technical and analytical skills, with knowledge of public health. The combined skills and experience are essential to ensure the strategic objectives of the project are met.
Responsibilities
· Develop information technology systems for questionnaire data entry programs, including formatting, coding, layout, consistency and program validation.
· Produce data code books and variable and value labels for all variables in the datasets used by the evaluation team.
· Lead and conduct training in the use of statistical software, including the use of data entry and edit programs.
· Provide advanced level SAS, SPSS, Stata and Epilnfo support for survey and surveillance data, including merging data files, creating supplementary datasets, linking data sets, developing complex algorithms for automatic data coding; and programming and running reports of frequencies and tabulations.
· Verify the completeness and accuracy of all data and notify project staff of problems identified with data. Develop system documentation for all information technology systems. Support personnel in the use of data entry and editing systems.
· Participate in or lead field activities in low-resource settings such as data systems trainings and data collection at health facilities.
· Lead and participate in project-related meetings and calls.
· Lead and participate in special projects and other duties as assigned.
Minimum Qualifications
· Bachelor’s degree from an accredited college or university with a background in epidemiology, biostatistics, information technology or closely related disciplines is required.
· Minimum of 10 years of full-time work experience related to dataset cleaning, manipulation and management, with experience in the global context strongly preferred or a Master’s degree and six years of related experience.
· Strong technical expertise in questionnaire development and data systems and experience in training others in data systems.
· Strong experience in maternal and newborn health monitoring and evaluation experience.
· Advanced proficiency in data management and analysis using CSPro software, SAS, SPSS, Stata and other data base and data analysis software such as Excel, Access, Epilnfo.
· Experience developing data-related documentation, such as data dictionaries or codebooks.
· Demonstrates a high degree of initiative and flexibility to adapt to shifting priorities, able to communicate effectively in a positive and professional manner and able to prioritize activities when under tight deadlines.
· Excellent cross-cultural communication and interpersonal skills; ability to collaborate with diverse partners including government, nongovernmental organizations and donors.
· Excellent written and verbal communication skills with experience preparing, writing and editing complex documents such as detailed reports and peer-reviewed articles.
· Sound judgment and maturity exemplified by consistent professionalism in dealing with individuals at all levels both internally and externally.
· Ability to travel internationally up to 20 percent annually.
