SUMMARY: The Tribal Child Welfare Unit Deputy Manager is responsible for leading prevention and child welfare work through a sub-regional service delivery model. This position will work closely with, guide, and supervise CFSS III’s in each sub-region to address the safety and wellness of tribal children, families, and communities, using cultural values, tools, and methods. With oversight from the Tribal Child Welfare Unit Manager, the Sub-Regional Manager will ensure that all services meet the needs of each unique sub-region successfully.

PERFORMANCE REQUIREMENTS: include the following. Other duties may be assigned.

  •  Develop a strong knowledge of the Indian Child Welfare Act and Child Welfare in Alaska.
  •  Hire, train, and supervise Sub-Regional CFSS III and CFSS I.
  •  Coordinate and facilitate relevant training opportunities for mid-level supervisors and front-line staff.
  •  Track and monitor staff training and development.
  •  Assist and/or lead projects focused on improving and expanding sub-regional Child Welfare Services.
  •  Lead sub-regional teams in planning and coordinating prevention efforts related to fostering healthy and safe children, families, and communities.
  •  Oversee the case management of children in tribal custody for AVCP compacted Tribes.
  •  Track and monitor high volumes of ICWA case work, reports, filing systems, information.
  •  Respond to clientele with requests for service, assistance, and information with a high level of professionalism and customer service.
  •  Coordinate and facilitate relevant training opportunities for Tribal Councils.
  •  Facilitate meetings with Tribal Councils to ensure understanding of complex CINA cases and the options available to Tribes.
  •  Assist with the development and maintenance of departmental policies and procedures to maximize access and delivery of program services.
  •  Assist with services relating to State foster care licensing, relative searches for placement, and home safety evaluations.
  •  Attend court hearings, Team Decision Making meetings, or any other meetings related to CINA cases as needed to advocate for Tribal positions.
  •  Develop and maintain positive working relationships with partners such as OCS, Court System personnel, attorneys, service providers and Tribal Councils.
  •  Travel to regional communities to support staff, and help coordinate various events such as prevention activities, community outreach opportunities, and family reunification efforts.
  •  Utilize various computer programs to track and maintain data, budgets, and time studies.
  •  Maintain strict confidentiality of the department and clientele.

Requirements

SUPERVISORY RESPONSIBILITIES

  •  Directly supervise sub-regional staff using one-on-one meetings, team meetings, and direct communication.
  •  Interview, hire, train, and evaluate employees.
  •  Practice open communication with staff to enhance job satisfaction and overall morale.
  •  Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
  •  Ensure staff have the tools and training required to effectively do their jobs.

EDUCATION:

High school diploma or GED is required. Bachelor’s degree in a related field from an accredited university or a minimum of three (3) years of supervisory experience in child welfare or related field is required.

REQUIREMENTS: To perform this job successfully, the individual should have knowledge of

  •  Word processing software, e-mail, and calendaring software such as Microsoft Office.
  •  Must be willing to travel regularly to villages within the AVCP region as well as out of region.

RELATED SKILLS:

  •  Ability to plan, organize, and manage time well.
  •  Ability to work independently.
  •  Clear written and verbal communication.
  •  Fluency in Yup’ik/Cup’ik is preferred but not required.
  •  Familiarity with Yup’ik/Cup’ik lifestyles and the AVCP region is preferred.
  •  Strong interpersonal skills to work effectively with individuals, families, and service providers.
