Job Description:

We are seeking a highly skilled Project Site Coordinator to provide dedicated support to a complex electrical project that spans multiple physical locations both on and off Los Alamos National Laboratory (LANL) site in support of the Federal Project Director (FPD) at the National Nuclear Security Administration (NNSA) Los Alamos Project Management Office, NA-95. In this role, the successful candidate under broad direction from the contract manager and FPD, will use their extensive skills and knowledge base to independently plan, organize, and execute tasks related to maintaining operational compliance and positive relationships with external entities, and ensure overall project success. This includes proactively identifying and prioritizing tasks, setting deadlines, managing competing priorities, and resolving conflicts. The Coordinator exercises a high degree of independence in determining the best approach for achieving project goals, including researching relevant protocols (such as special use permit conditions), identifying and attending necessary training, and proactively communicating potential impacts of events to the project team. 
The Project Site Coordinator serves as the primary liaison between the Federal Project Director and external stakeholders, including Los Alamos Site Office staff, US Forest Service (USFS) personnel, and Bureau of Land Management (BLM) representatives. In addition, they interact regularly with a diverse group including Management and Operations (M&O) contractor staff (project management team, project engineers, construction managers, and subcontractor technical representatives), design-build subcontractors, the commissioning agent, and the owner's engineer as well as other NA-95 team members. 

What You'll Be Doing:

Apply experience and knowledge base to support the Federal Project Director manage and assess a complex portfolio of electrical power upgrades projects located on and around LANL. As Project Site Coordinator, you will apply your experience and knowledge base to assess status, recognize interdependencies, identify and implement needed actions, and develop, implement, and evaluate project plans spanning all project phases. Key responsibilities include:

• Small Project Engagement: Engage the point of contact for various small projects across the site. Track progress, manage and communicate dependencies, and advocate for prioritization of the portfolio.
• Traffic Control: Oversee traffic control planning activities, review and comment on plans, advocate for prioritization and ensure effective implementation within established traffic control boards.
• Utility and Maintenance Operations: Monitor all utility maintenance operations affecting the power grid, assess and understand their impact on project planning, foster collaboration and advocate for project prioritization. Develop expert understanding of the holistic maintenance condition of the electric power grid onsite.
• Adverse Condition Response: Demonstrate expert level ability to communicate and implement established protocols in the event that a project subcontractor discovers unexpected items including but not limited to, legacy waste, hazardous chemicals, human remains, archeological artifacts, historical objects, and dangerous wildlife.
• Biological Impacts: Develop and maintain working relationships with site wildlife biologists to ascertain the risk to workers in proximity to dangerous wildlife. Maintain knowledge of site-specific biological constraints related to the Endangered Species Act, work with site biologists to assess risks from dangerous wildlife and implement controls and management best practices to keep oversight team safe.
• Cultural Oversight: Coordinate with M&O and oversight team to ensure compliance with the National Environmental Policy Act (NEPA) Environmental Assessment (EA) mitigations and the National Historic Preservation Act (NHPA) Memorandum of Agreement (MOA) stipulations that govern how work will be conducted. Develop and maintain expert understanding of the project's regulatory and permitting environment.
• Weather: Maintain detailed awareness of weather conditions and coordinate with the oversight team to ensure safe and productive oversight activities and monitors overall site operational cadence and constraints, communicating potential project impacts and advocating for project prioritization.
• Site Operational Awareness: Maintain awareness of site's overall operational cadence and constraints that may affect the project, communicate potential impacts, and advocate for project prioritization.
• Sitewide Impact Planning: Coordinate communication with the M&O contractor and site office team for site-wide impacting project activities to ensure all project details, timelines, and impact projections are communicated; support communications to the county regarding risk to public if power outages are likely to occur.
• NERC Compliance: Maintain working-level knowledge of North American Electric Reliability Corporation (NERC) compliance requirements and ensure project activities adhere to these standards. Communicate and advocate for switching operations to balance project performance and compliance.
• Stakeholder Engagement: Facilitate communication with stakeholders (county, federal agencies, Native American Tribal Leaders) to build coalitions and mitigate potential opposition to project activities.
• Location: Work out of Los Alamos Project Management Office at LANL. Visit offices and sites around LANL as appropriate. Conduct Field visits to project sites within a two-hour radius are required 25-50% of the time.
• Federal Integrated Project Team (IPT) Member: Collaborate with federal agencies, contractors, and multidisciplinary teams to achieve project goals in compliance with all regulatory requirements. 
  • Participate in and/or lead project meetings and provide appropriate status summaries to leadership and stakeholders.
  • Initiate, draft, and shepherd to completion, federal documents, briefing materials, and/or correspondence as requested by the FPD.
  • Document activities daily, weekly, and monthly as appropriate.
  • Promote a culture of safety, quality, accountability, and continuous improvement across all project activities.
  • Maintain knowledge and strict compliance with informational, operational, and physical security requirements.
  • Complete required trainings.
  • Participate in Lessons Learned development and communication.

What Required Skills You'll Bring:

• Minimum 15 years of related project experience.
• Expert knowledge of project integration principles and practices (project management, traffic control planning, maintenance operations, stakeholder engagement) for effective coordination within a complex project environment in a federal project management office.
• Thorough understanding of special use permit conditions, with the ability to interpret and communicate these conditions to project teams.
• Ability to independently research and disseminate information regarding emergency communication protocols specific to the project site.
• Comprehensive understanding of electrical and worker safety principles, including familiarity with NERC compliance requirements, to identify potential hazards and communicate their impacts on project operations.
• Proficiency in interpreting Primavera schedules and utilizing standard reporting tools (e.g., Microsoft Office Suite) to monitor project progress, track deliverables, and communicate project status updates.
• Ability to independently analyze situations, identify potential issues, and proactively develop solutions.
• Strong communication and interpersonal skills to effectively engage with stakeholders, including the Federal Project Director and site office team, to maintain positive relationships and ensure continued permit compliance.
• Ability to proactively identify and pursue necessary training opportunities related to project-specific requirements, including National Electrical Safety Code (NESC) construction practices.
• Ability to walk up to three miles in varying weather conditions and stand for extended periods.
• US Citizenship is required.
• Ability to obtain DoE “Q” clearance.

What Desired Skills You'll Bring:

• Prior holistic power grid operations and maintenance experience.
• Prior LANL experience preferred.
• Accredited four (4) year degree in engineering/technical field preferred.
• 20+ years of related project experience .
• Local New Mexico applicants preferred.

Salary Range: $128,700.00 - $231,700.00
