PAY 

$43.12 - $65.93 Hourly

The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

POSITION DESIGNATION 

This job classification has been designated as a safety sensitive job classification in accordance with the Oklahoma Medical Marijuana and Patient Protection Act, 63 O.S., § 427.1 et seq., (OSCN 2019), effective August 29, 2019.   This means employees in this job classification can be subject to disciplinary action up to and including termination if they test positive for marijuana components or metabolites, even if they possess a medical marijuana license.

DEPARTMENTAL INFORMATION

The City of Oklahoma City Public Works Department is hiring Civil Engineer III(s) for the Drainage and Bridges Section, Paving Engineering Section, and Traffic Services Division. This position supports and leads projects through civil engineering design, plan review, and project specifications. The Civil Engineer III is a fully functional professional engineering classification. Knowledge and skills of engineering principles and practices required for the positions must be acquired before assuming the position. Depending on the candidate’s competencies and work experience, some of the responsibilities in the various sections include: Drainage and Bridges section supports projects that improve the public and the development community’s protection from potential flooding and ensures compliance with regulations; the Paving Engineering section supports projects that include coordinating intergovernmental funding for streets projects and recommending pavement repairs and improvements; and the Traffic Services Division is responsible for developing and revising traffic signal control and timing plans, reviewing traffic studies, and preparing technical reports.

JOB SUMMARY

This classification is located in the Engineering Division of the Public Works Department within the City of Oklahoma City and is under the direction of an immediate supervisor. The primary purpose of this position is to design and supervise major engineering and/or capital improvement projects. The employee is responsible for planning, supervising, and managing all project-related activities of an assigned engineering staff.  The knowledge and skills required to efficiently and effectively apply engineering principles and practices to public works projects must be acquired prior to assuming the position. Essential job functions include: developing and preparing engineering plans and specifications; developing design requirements; overseeing staff activities; assessing current and completed engineering projects; and performing related duties as required. The employee must also prepare and administer work activity budgets; compile staff reports; and analyze complex engineering studies submitted by private consultants. This classification provides specialized or project-based administrative and supervisory direction to entry and mid-level Civil Engineers, consultants, and other engineering-support staff. Supervision is received from an administrative superior, usually a Civil Engineer IV or Civil Engineer V. 

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement. 

JOB REQUIREMENTS 

  • Knowledge of the principles and practices of civil engineering.
  • Skill in planning and supervising the development and construction of public works projects.
  • Skill in interpreting, explaining, and clarifying regulations regarding public and private construction.
  • Skill in ensuring that engineering projects and plans comply with all applicable regulations and guidelines.
  • Skill in designing public works engineering projects.
  • Skill in analyzing data.
  • Skill in verbal and written communication.
  • Skill in supervising.
  • Skill in providing technical assistance to professional and non-professional employees.
  • Skill in establishing and maintaining effective working relationships.
  • Ability to make work-related decisions.
  • Possession of a Professional Engineer’s License (Oklahoma).
  • Possession of a valid Driver License (Operator). 

NOTE:  Professional Engineer’s License must be issued by the State of Oklahoma or a state having reciprocity with the State of Oklahoma. 

PREFERRED QUALIFICATIONS

  • Minimum of five (5) years’ experience in civil engineering, including three (3) years’ experience in either traffic engineering, pavement management services, or drainage/storm sewer design engineering.
  • Traffic Services: Minimum of five (5) years civil engineering experience, including three (3) years’ experience in traffic engineering or a transportation-related field.
  • Drainage and Bridges: Knowledge of FEMA and U.S. Army Corps of Engineers rules/regulations and paving and drainage design standards and requirements. 
  • Paving Engineering: Knowledge of street construction practices such as proof rolling, placing concrete, laying hot mix asphalt, stabilized subgrade, and pavement distresses and remediation. 
  • Proficiency in using software packages such as MS Excel, MS Word, and for the Drainage Section software packages, including HEC-RAS, HydroCAD, HY-8, Hydraflow, HEC-HMS.

WORKING CONDITIONS 

  • Primarily inside, outside occasionally, exposed to heat, cold, humidity, rain, etc.
  • Subject to working near moving machinery, power tools, and vehicles in motion.
  • May be exposed to loud and incessant noises caused by machinery and construction equipment.
  • May be exposed to large amounts of dust or other irritants.
  • May be exposed to varying amounts of noxious odors when inspecting sewer-repair projects. 

Note:  Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.  

PHYSICAL REQUIREMENTS 

  • Near vision enough to read standard office correspondence, including the fine print found in specification books and on reduced copies of maps, plans, etc.
  • Hearing enough to identify factors such as the location of vehicles and equipment or when equipment is malfunctioning.
  • Manual and finger dexterity enough to operate standard office equipment and to produce hand-written and electronically generated correspondence.
  • Speech and hearing enough to communicate in-person and by telephone, two-way radio, etc.

Pay Method:  City employees are required to receive pay electronically, either via direct deposit or pay card.

If the position accepted includes a driver license (commercial or non-commercial) Job Requirement, the City of Oklahoma City will obtain a Motor Vehicle Report for internal and external applicants.

If the position accepted is cyber security sensitive, internal and external applicants will be subject to a Criminal Justice Information Services (CJIS) Interstate Identification Index (III) Fingerprint Background check. Additionally, employees in this job classification must complete Level 4 Security Awareness Training and pass an online certification test.
