Director of Procurement & Compliance

For over 100 years, Maguire has been an industry leader in the fabrication, construction, and maintenance of water storage tanks and elevated water towers.  Our company is seeking a professional to fill the role of Director of Procurement working in conjunction with the Chief Financial Officer to develop strategic material sourcing and promote long-term growth within the Maguire companies.

Position Summary:

Strategic procurement & compliance leader providing knowledge, direction, and financial support to assist in the management of procurement/purchasing operations and contract compliance.   Responsibilities include strategizing to find cost-effective purchases and develop long-term supplier/partner relationships. The Director’s responsibility includes, but not limited to, research, measure, analyze, implement, and monitor market supply/material sensitivity to negotiate and execute optimal procurement strategies and ensure cost savings or abatements for all Maguire products.  The Director of Procurement & Compliance provides support to CFO, General Counsel, and all business functions with budgeting, procurement planning, contract compliance, enterprise risk management, product risk management, and strategic sourcing/planning.

Essential Functions:

• Develop strategic material/supply source strategies
• Research, analyze, implement, and monitor market supply/material sensitivity
• Direct and guide purchasing agents to ensure most cost effective and high-quality purchases
• Discover profitable suppliers and initiate procurement partnerships
• Negotiating with external vendors to secure advantageous terms
• Oversight and approve the ordering of required raw materials, supplies and certain services
• Oversee and direct all procurement from inception to final purchase details of orders and deliveries
• Evaluate and test existing contracts for compliance to annual prices and terms
• Manage pricing updates inside INFOR Item Master
• Track and report key functional metrics to reduce expenses and improve purchasing effectiveness
• Collaborate with key functions to ensure clarity of the specifications and expectations of the materials and products
• Foresee alterations in the comparative negotiating ability of suppliers/vendors
• Anticipate and expect unfavorable market events through analysis of data and prepare control strategies
• Perform risk management for supply contracts and agreements
• Control spend and build a culture of long-term saving on procurement costs
• Ensure that hotel expenses are minimized through effective purchasing, annual contracts, and by monitoring utilization of national accounts
• Monitor all costs in the purchasing department and recommend measures to control
• In conjunction with the CFO, coordinate the preparation of the Departmental materials/supply budget and work to achieve the budget by monitoring and controlling the departmental operations, considering revenue and expenditure
• Work with General Counsel to ensure contract clarity and compliance
• Establish and assist enterprise risk management strategies
• Establishes effective communication and collaborative processes with key internal stakeholders
• Coordinates salvage, scrap, or disposal programs to identify unused materials or capital assets for disposition to minimize storage needs and financial burden of unused goods
• Manage supplier relationships, ensuring continuous performance improvement and implementing the necessary action plans, dispute resolution, delivery time & quality improvements
• Lead year over year cost reduction efforts in support of goals and objectives

Qualifications:

• Bachelor’s Degree in Supply Chain Management MBA preferred.
• Minimum of 3-10 years of experience, required.
• Ability to work in a collaborative environment.
• Strong understanding of Microsoft Office and Information Technology programs (INFOR, Oracle, Microsoft Dynamics/Great Plains, MS CRM, Salesforce.com).
• Maintain close liaison between the requisitioner and the supplier where the quality is of paramount importance
• Thorough knowledge of automated purchasing and inventory systems
• Strong selling skills or relevant experience in an Account Development role within a Consultancy Business
• Knowledge of the implementation or management of a Procurement related IT system
• Devising and using fruitful procurement and sourcing strategies
• Discovering profitable suppliers and initiate procurement partnerships
• Negotiating with external vendors to secure advantageous terms
• Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market
• Talent in negotiations and networking
• Aptitude in decision-making and working with numbers
• Experience in collecting and analyzing data
• Strong leadership capabilities

Work Environment:

• Majority of the time is spent in an office environment.
• Prolonged periods sitting at a desk and working on a computer.
• Occasionally lift and/or move up to 25 pounds.
