Job Summary

The Assistant Clinic Manager supports the daily operations of the primary care clinic and nursing department under the guidance of the Clinic RN Manager. This role involves assisting in supervising, directing, and coordinating clinical staff to ensure efficient and effective clinical operations. 


Essential Job Functions

Duties include, but are not limited to:

  • Assist the Clinic RN Manager in managing and supervising daily clinic operations and nursing department including but not limited to staffing and staffing assignments, scheduling, nursing, staff supervision and quality oversight.
  • Supports the Clinic RN Manager in supervising clinical staff including the Licensed Vocational Nurses, Medical Assistants, Clinic Schedulers and Pharmacy Technician Liaison. 
  • Assist with training new hires, conducting competency assessments, developing training programs, assist with providing coaching and counseling with the guidance of the Clinic RN Manager, provides recommendations with performance appraisals, addressing participant complaints and resolving issues, implementing corrective actions, creating staff schedules, and approving time off requests based on department needs.
  • Monitor, review and oversee vaccination/immunization and accuracy of the reports for all administered, missed opportunities and refusals of participants. 
  • Ensuring all necessary documentation is completed and accurate and report any inaccuracies to Clinic RN Manager.
  • Responsible for the implementation, monitoring and maintenance of all clinic workflows under the direct supervision of the Clinic RN Manager including items that are part of Clinical Order’s tracking – Labs, Durable Medical Equipment (DME), Onsite radiology and miscellaneous items that are clinical in nature. 
  • Assist Clinic RN Manager on overseeing clinic supplies, expiry dates, and ensure clinic equipment is in operating condition including the isolation cart, emergency cart.
  • Individual responsible for monitoring clinic equipment maintenance and coordinating with outside vendors for upkeep and repairs.
  • Assists the Clinic RN Manager to oversees Pharmacy Technician Liaison’s duties on all medication related items, including the stocking of non-prescription medications, the ordering of prescription medications, the administering of medication in the PACE Center, and the monitoring of participant compliance. Arranges for delivery of needed medications and supplies to the participant’s home.
  • Collaborate with Clinic RN Manager in the development and implementation of Quality Improvement activities; evaluates overall effectiveness of the center, implementing change and quality improvement, as needed. 
  • Provide for adequate staffing at the facility; fill in as needed during periods of short staffing; may perform nursing duties including, but not limited to, executing physician’s orders, assisting physicians in examinations or treatment, dispensing and administering medications, performing intakes as applicable and based on existing licensure.
  • Assists with preparing for California Department of Health Care Services (DHCS) and Centers for Medicare and Medicaid Services (CMS) audits. 
  • Assist in monitoring and completion of Quality Improvement reports, Precaution list, QI initiatives and matrix, Grievances, Incident reports, LOPMR, monitoring reports, Risk Adjustment reports and Med A reports.
  • Support Clinic RN Manager in monitoring and assisting in communicating with providers any IIH Pharmacy correspondence.
  • Assists the Clinic RN Manager and Medical Director in hiring clinic staff.
  • Assist in communicating with weekend and after-hours on-call staff, following up on issues, as necessary.
  • Collaborate with the Clinic RN Manager on monitoring staff productivity with all clinic documentation and work-related tasks and responsibilities.
  • Ensures both staff and own personal and professional development through attendance of in-services, meetings and continuing education courses
  • Acts as liaison with Primary Care Physician (PCP) in the event of an episodic illness; assists in coordinating services provided by PCP.
  • Collaborate with the Clinic RN Manager on any new and current project improvements for the department.
  • Maintains confidentiality of participant information
  • Attend and participate in staff meetings, in-services, projects, and committees, as assigned.   
  • Adhere to and support the center’s practices, procedures, and policies including assigned break times and attendance.
  • Accept assigned duties in a cooperative manner; and perform all other related duties as assigned.
  • Be flexible in the schedule of hours worked.
  • May be required to use personal vehicle, if applicable. If using a personal vehicle, a valid California Driver’s License and proof of vehicle insurance is required. 

Requirements

Knowledge, Skills and Abilities 

  • Proficient knowledge of computer skills. MS Office (Word, Excel, Access, PowerPoint, and Outlook). 
  • Knowledge of general office procedures, equipment and filing systems.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to quickly learn department policies, procedures, goals, and services.
  • Skill: Attention to detail and accuracy.
  • Ability to change priorities regularly.
  • Knowledge of primary care clinic daily operations
  • Broad knowledge base of physical, mental, and social needs of the frail elderly population.
  • Knowledge of clinical medical equipment and instruments.
  • Knowledge of common safety hazards and precautions to establish a safe work environment.
  • Possess management and leadership skills and be able to manage staff greater than 10.
  • Experienced in physical assessment and triaging.
  • Skilled in multi-tasking, identifying problems and recommending solutions.
  • Able to effectively prepare and maintain records, write reports, and respond to correspondence in a timely manner.
  • Experienced in development and maintenance of department quality assurance.
  • Ability to react calmly and effectively in emergency situations.
  • Able to establish and maintain effective working relationships with participants, medical staff, staff members, and family caregivers in a pleasant, patient, and professional manner.
  • Well organized, dependable, flexible, and resourceful.
  • Effective oral and written communication skills.
  • Computer skills required


Working Conditions and Physical Demands

  • Ability to access all areas of the center throughout the workday.
  • Ability to lift a minimum of 35 pounds occasionally, 15 pounds frequently, and 7 pounds constantly; required to obtain assistance of another employee when attempting to lift or transfer objects over 50 pounds.
  • Requires constant hand grasp and finger dexterity; frequent sitting, standing, walking and repetitive leg and arm movements, occasional bending, reaching forward and overhead; squatting and kneeling.
  • Ability to communicate verbally with an excellent comprehension of the English language. 
  • Work is generally performed in an indoor, well-lighted, well-ventilated, heated, and air-conditioned environment.
  • Some undesirable conditions at the center may include exposure to odors, fumes, infections, dust, and dirt, which may be objectionable.
  • Some travelling requirements to another IIH site for coverage as necessary. Local car travel is frequently necessary; out-of-town travel is minimal.


Experience

  • Minimum of one (1) year of documented experience working with a frail or elderly population. 
  • Minimum of one (1) year of documented experience in Primary Care Clinic or similar setting.
  • Minimum of three (3) years of health care experience with emphasis in geriatrics strongly preferred.


Education and Certification 

  • Current California Licensed Vocational Nurse.
  • CPR with First-Aid certification 
  • Is medically cleared for communicable diseases and has all immunizations up-to-date before engaging in direct participant contact.
