The Medical Assistance Program (MAP) administers public health insurance programs, including Medicaid, for the City of New York. Applying individuals and families are approved for eligibility against applicable Federal and State guidelines. Those found to be eligible can use coverage provided to access doctors, medication and other health care services at little or no cost.
The Third-Party Health Insurance (TPHI) Reimbursement Unit is responsible for the authorization of Medicaid reimbursement claims of consumers receiving public health insurance which include reimbursable homecare, medical service and premium payments. This Unit is also responsible for the accretion and termination of coverage for commercial Third-Party Health Insurance (TPHI) plans.
MAP’s Third-Party Health Insurance Program (TPHI) Reimbursement Unit is recruiting for one (1) Principal Administrative Associate, Level II to function as a Section Supervisor, who will:
- Supervise staff who will receive applications for the Third-Party Health Insurance and Reimbursement Program. Provide coverage for walk-ins, telephone, correspondence and email from Medicaid consumers, insurance plans, medical facilities, etc.
- Ensure timely processing of premium payments to avoid insurance policy cancellation, interview, review, and process reimbursement claims for related Medicaid reimbursement out-of-pocket medical expense and to eliminate duplication in payments.
- Review very difficult or highly unusual cases related to the Third-Party Health Insurance coverage, cost effective review and Medicaid reimbursement, assuring that eligibility determination cases are completed timely and are consistent with applicable laws, regulations and resolutions are provided to consumers in a timely manner.
- Meet and train staff to ensure that performance deficiencies are corrected and ensure that TPHI and reimbursement eligibility determination are consistent with applicable laws and regulations; evaluate staff performance and monitor time and leave records.
- Monitor the flow and status of assignments to ensure that mandated timeframes are adhered to.
- Prepare statistical Program summary reports.

Salary Range: $59,715 - $68,672
PRINCIPAL ADMINISTRATIVE ASSOC - 10124
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
