Public Relations Program Analyst

Description

Vistra is seeking a mid-level Program Analyst to manage tasks related to providing comprehensive support to the Sexual Assault Prevention and Response Office (SAPRO) within Defense Human Resources Activity (DHRA). This role involves managing various aspects of the program, ensuring high-quality deliverables, and maintaining professional interactions with stakeholders. The manager will operate at a high tempo to address short or no notice taskers and adapt to emerging requirements.


The objective of this role is to assist SAPRO in performing its mission of promoting military readiness by reducing sexual assault through prevention, advocacy, and execution of Sexual Assault Prevention and Response (SAPR) Program policy, planning, and oversight across the Department of Defense (DoD) Community. This is a hybrid position located in the DC area, with a requirement to be onsite at The Mark Center as needed. 


The Program Analyst will perform tasks related to the following program areas:


Defense Advisory Committee for the Prevention of Sexual Misconduct (DAC-PSM) membership support

  • Assist DAC-PSM staff with issues related to onboarding new committee and subcommittee members
  • Track delivery of required documents for committee or subcommittee members
  • Notify government staff of updates to documents required
  • Maintain contact information for all committee and subcommittee members

DAC-PSM meeting support

  • Prepare agendas, read-aheads, and briefing materials, as requested by government management or staff for committee and subcommittee meetings, in accordance with the DoD Manual for Written Material
  • Prepare and submit draft meetings minutes from each public and administrative meeting no later than 10 business days after each meeting.
  • Update and submit final meeting minutes no later than 5 business days after receiving comments provided by the government.
  • Facilitate the posting of final public meetings minutes to the DAC-PSM public website.
  • Maintain annual planning schedule and prepare updates and status reports on DAC-PSM activities and requirements
  • Track activities and requirements of the DAC-PSM and other DoD-efforts aligned with DAC-PSM’s charter and scope, including action items and due-outs from committee or subcommittee meetings
  • Provide status of completion of recommendations developed as part of the Independent Review Commission and other DoD prevention initiatives as requested by government staff
  • Conduct in-person or virtual meetings at least monthly or as requested by DAC-PSM staff to discuss performance, timelines, or issues
  • Support in-person or virtual meetings by scheduling, managing invitations, coordinating meetings rooms and telecom equipment, processing visitor and parking requests, escorting visitors, developing place cards, and preparing and distributing meeting materials

DAC-PSM status reporting

  • Prepare a written monthly status report, compiling activities completed to date, hours worked, number of employees involved, problems and barriers to implementation, planned activities for the coming quarter, and the status of all draft and final deliverables
  • Policy and legislative affairs support – Assist SAPRO in conducting analyses of Department and Service SAPR policies, in the tracking of existing and new laws, and in the development of policy.

Stakeholder Management:

  • Maintain electronic listings of all SAPRO stakeholders, including contact information, and update/validate monthly.
  • Create and update Government email address lists for Service SAPR Program Leaders, Deputies, Integrated Product Teams, and Workgroups.
  • Provide a listing of all changes on the last workday of each month.

Executive Support:

  • Draft talking points, speeches, and provide executive coaching for public appearances by SAPRO Leadership.
  • Prepare talking points, briefing materials, and provide executive coaching for DoD press interviews, media round tables, and other press encounters.
  • Assemble documentation for SAPRO to submit to DoD Public Affairs.
  • Provide draft executive level meeting summaries and final executive summaries to SAPRO Leadership.



Requirements

  • Bachelor's degree in Public Relations, Communications, Marketing, Public Health, Public Administration or a related field
  • Master’s degree preferred.
  • Three to ten years of experience planning, directing, or coordinating the operations of public or private sector organizations
  • Prior DoD experience, especially within DHRA, SAPRO, the Office of Force Resilience (OFR), or with the Office of the Undersecretary of Defense for Personnel and Readiness (OUSD-P&R), strongly preferred
  • Experience planning, developing, executing, and measuring the effectiveness of comprehensive communications strategies.
  • Strong written and oral communication skills.
