Cost Administrator

Position Summary

We are seeking a highly skilled cost management professional to manage and oversee major operations and maintenance (O&M), as well as construction contracts focused on a multi-billion new build semiconductor manufacturing facility in Taylor, TX. The ideal candidate will be responsible for ensuring contract compliance, cost efficiency, and effective vendor management while supporting financial forecasting and budget control.

Role and Responsibilities

Key Responsibilities / Specific Job Duties:

Cost Management + Financial Oversight:

  • Supports the Construction Managers in analyzing RFI’s and change orders with significant cost impact and provide feedback on potential value engineering efforts
  • Maintain detailed cost tracking and analysis to ensure expenditures align with budget forecasts
  • Manage purchase orders (POs) efficiently, ensuring timely approvals, proper documentation, and alignment with contract terms
  • Perform audits on invoices, schedules, and documentation to ensure compliance with contract requirements
  • Support financial planning efforts, providing reports and insights on contract expenditures, trends, and financial risks
  • Collaborate with procurement teams to streamline vendor selection, contract negotiations, and cost control initiatives
  • Work closely with operations, finance, and legal teams to align procurement strategies with business objectives
  • Utilize advanced Excel skills to build and manage financial models, cost tracking spreadsheets, and data analysis reports.
  • Generate periodic reports on contract negotiations, cost tracking, and financial outlook for senior management.
  • Leverage data analytics to identify cost optimization opportunities and drive continuous improvement
  • Flexible and able to multi-task; can work within an ambiguous, fast-moving environment, while also driving toward clarity and solutions

Skills and Qualifications

Required Education and Experience

  • 4-year degree from an accredited university in Construction Cost Controls, Change Management, Cost Estimation, Business Administration, Engineering, Construction Management, Project Management or closely related field
  • 4+ years of experience in an industrial facilities environment
  • Excellent verbal and written communication skills

Preferred Qualifications / Knowledge, Skills and Software

  • Proficiency in estimating, analyzing, and managing capital / O&M costs
  • Understanding of cost management principles and best practices
  • Knowledge of change management procedures and processes
  • Ability to read and understand construction documents including design documents, shop drawings, bid forms, and contracts
  • Ability to communicate effectively with a wide audience that include but are not limited to; executive management, department leads, contractors, and potential new vendors
  • Knowledge of SAP, Oracle, or other ERP procurement systems is a plus
  • Certification in Cost Management (CCP, CCT) is a plus.
