Propelus is seeking a proactive and strategic Government Relations Manager to support our engagement with government agencies, legislators, regulatory bodies, professional associations, and other key stakeholders. This individual will help shape policies aligned with Propelus’s mission and business objectives, contribute to the development and execution of policy strategies, monitor and analyze regulatory developments, lead grassroots initiatives, and strengthen relationships with state professional associations to enhance our visibility and influence. This position reports to and works closely with the Vice President of External Affairs & Government Relations.
Policy Monitoring & Analysis: Track and analyze regulatory developments that impact Propelus’s business, customers, and industry, particularly in areas like professional licensure, continuing education, healthcare workforce development and data interoperability.
Advocacy Strategy: Develop and implement government affairs grass roots and digital mobilization strategies that align with company goals and promote favorable policy outcomes.
Relationship Management: Build and maintain strong relationships with state professional associations, coalitions, individual professional advocates and other key stakeholders.
Regulatory Engagement: Collaborate with regulatory boards and agencies to support business strategies as needed.
Coalition Building: Represent Propelus in relevant industry groups, policy forums, and associations to advance shared interests and build advocates.
Internal Collaboration: Partner with internal teams to align strategies with business priorities.
Briefings & Communications: Prepare and assist with policy briefs, position papers, talking points, and legislative summaries for internal and external stakeholders.
Bachelor’s degree in Public Policy, Political Science, Paralegal Studies, or a related field.
5–7+ years of experience in government relations, public affairs, legislative affairs, or a related discipline.
In-depth knowledge of legislative and regulatory processes, including rulemaking, at both state and federal levels.
Proven track record in mobilizing individual advocates to support legislation and managing grassroots campaigns—experience in professional licensure, workforce development, or health sectors is highly preferred.
Self-motivated with a strong sense of ownership, initiative, and consistent follow-through.
Exceptional communication, negotiation, and interpersonal skills.
Demonstrated critical thinking abilities with a strong grasp of complex concepts.
Strategic thinker with excellent analytical and writing skills.
Comfortable managing multiple priorities in a fast-paced, rapidly evolving environment.
Willingness and ability to travel occasionally as required.
Valued Experience:
Former senior-level legislative staff member or seasoned government relations professional.
Demonstrated experience working with or on behalf of professional licensure boards, state agencies, or healthcare organizations in a government relations capacity.
Strong familiarity with emerging issues in professional development, continuing education, regulatory compliance, and workforce regulation.

Full-time positions are scheduled to work 40 hours per week, M-F unless required otherwise by projects. Part-time positions are scheduled to work a maximum of 30 hours per week.
