Description

We are hiring an experienced Program Manager to join our team in support of the United States Coast Guard (USCG) Talent Management Transformation Program Integration Office (TMX-PIO). The Program Manager will provide program management oversight, execute standard processes to identify and implement workforce transformation and structure changes, digital initiatives, process improvements, and portfolio operations for USCG. The TMX-PIO aims to ensure that the USCG is well-equipped to meet the demands of the nation with a talented and ready workforce. The key objective of the projects will focus on enhancing the USCG's human resources and talent management through the Ready Workforce 2030 (RW30) strategy.


The  Program Manager shall provide expert program management services to oversee and manage multiple projects and programs, ensuring that they are aligned with organizational goals and objectives. The Program Manager shall be responsible for ensuring that programs are delivered on time, within budget, and to the required quality standards, and that they are compliant with relevant program management methodologies and standards.


Key Responsibilities:

  • Develop, implement, and maintain programmatic and financial management plans, policies, and procedures to ensure effective program management and control.
  • Oversee and manage multiple projects and programs, ensuring that they are completed on time, within budget, and to the required quality standards, and that they are aligned with organizational goals and objectives.
  • Identify, assess, and mitigate program risks, and work with TMX-PIO stakeholders to develop and implement necessary contingency plans to ensure program continuity and success.
  • Monitor and report program progress to TMX-PIO stakeholders, including providing regular status reports, metrics, and key performance indicators (KPIs), and adjusting as necessary to ensure program success.
  • Ensure compliance with program management methodologies and standards, such as Project Management Body of Knowledge (PMBOK) or Agile, and adhere to relevant industry best practices and standards.
  • Develop and maintain comprehensive program documentation, including program plans, status reports, lessons learned, and other relevant documents, to ensure that program information is accurate, up-to-date, and readily available.
  • Communicate program status, issues, and risks to TMX-PIO stakeholders, including providing timely and transparent updates, and ensuring that stakeholders are informed and engaged throughout the program lifecycle.

Requirements

  • Bachelor's degree in relevant field.
  • At least 8 years of relevant work experience managing large scale complex federal programs that require strong leadership, organizational, and communication skills.
