Frostburg State University (FSU), seeks applications for a full-time, exempt Director of the Office of Sponsored Programs. Salary is commensurate with qualifications and experience. Position includes the robust University System of Maryland benefits package, which is comprised of annual, personal, and sick leave, holidays, tuition remission, health, dental, vision, and life insurance, and retirement plans.
Responsibilities:
The Director of the Office of Sponsored Programs directs the efforts of the University in procuring and appropriately managing extramural funding for the University. This includes, but is not limited to, federal and non-federal grants, contracts, service agreements, and collaborative agreements. The Director provides comprehensive support with such projects, from assisting faculty and staff in identifying funding opportunities which best fit the strategic mission of the University, assisting with proposal development, and administering awards. The Director needs to keep current with changes in the world of grant-making and management, ensuring full compliance of the University with its sponsored project portfolio. The Director should also strive to increase the revenue stream from extramural funding to increase resources for the University.
Minimum Qualifications: Bachelor’s Degree; 4-6 years’ experience with the following required knowledge, skills and abilities:
Comprehensive understanding of Uniform Guidance 2 CFR 200 and state/university external funding policies, coupled with exceptional verbal/written communication abilities. This role demands strong financial management for budgeting and robust grant management expertise spanning pre/post-award processes, electronic submission systems (Grants.gov, FastLane, eRA Commons), and agency-specific compliance. Leadership capabilities include team supervision, strategic planning, and effective negotiation. Technical proficiency with research administration software (Kuali), intellectual property processes, and compliance requirements (IRB, IACUC, export controls) is essential, as is financial expertise in budgeting, indirect cost calculations, cost-sharing, and reporting. The position requires legal acumen for contract review, sub-award management, and federal acquisition regulations, alongside professional development through certifications (CRA/CPRA) and involvement in professional organizations (NCURA/SRA). Industry intelligence regarding funding trends, university-industry partnerships, and research priorities complements the ability to work effectively with diverse stakeholders across all organizational levels.
