Pay Range

$202,500 - $256,824 Annually

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage.  An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

Job Description

We have an opening for a senior Science and Technology Intelligence Analyst to join an interdisciplinary team conducting analysis of critical and emerging technology issues, and their implications for the national security interests of the United States. You will perform analysis and lead projects that integrate complex information from all sources into finished assessments and make formal verbal and written presentations, interface with Program sponsors and Intelligence Community (IC) stakeholders and contribute to project and organizational goals. This position is in the Science and Technology Assessments (STA) Program within Global Security Principal Directorate’s Z Program.

In this role, you will

  • Direct independent research under consultative direction on sensitive, politically significant national security topics, with a focus on critical, emerging, and disruptive technologies, potentially including advanced computing, artificial intelligence, autonomous and robotic systems, microelectronics, and space issues.
  • Identify and define problems, collect data, propose highly complex analytic research methodologies, write reports documenting results, and present analytic findings in support of sponsor and stakeholder objectives that adhere to Intelligence Community (IC) analytic standards, with consultative direction. 
  • Provide solutions, in-depth analysis, and decision insight to sponsors, customers, and stakeholders in highly complex problem areas, and traveling as necessary.
  • Represent the organization as the primary technical contact on assigned intelligence related tasks and may oversee large projects, working effectively across a range of priorities.
  • Research, prioritize, and validate information on relevant national security topics; maintain an awareness of relevant current events and information in assigned areas.
  • May have lead responsibilities assigned to highly complex analytic tasks and contribute subject matter knowledge on national security issues to inform the development of strategies and plans, and to meet programmatic objectives.
  • Assist in shaping analytic priorities and the development of a focused national security research program in assigned areas that address key science and technology and policy questions, using independent judgment and subject matter expertise.
  • Participate in programmatic sustainment and growth by identifying and addressing complex sponsor needs and driving collaborations with LLNL staff and external partners.
  • Independently develop proposals for analytic papers, studies, and research topics; create and refine innovative technical tools and methodologies to produce solutions that meet stakeholder objectives.
  • Obtain and maintain required security in a Sensitive Compartmented Information (SCI) environment for information that is under the analyst’s direct control.
  • Perform other duties as assigned.

Qualifications

  • Ability to obtain and maintain a Department of Energy (DOE) Q-level clearance and obtain and maintain required security in a Sensitive Compartmented Information (SCI) environment for information that is under the analyst’s direct control.
  • Bachelor’s degree in political science, international relations, relevant scientific or engineering discipline, or the equivalent combination of education and related experience.
  • Expert level knowledge and significant experience working within or with the Intelligence Community (IC) and with scientific and technological issues relevant to the set of critical, emerging, and disruptive technologies.
  • Proven success leading multi-disciplinary teams and delivering expert-level, high-quality, impactful technically-informed assessments on issues affecting national security.
  • Significant experience researching, assessing, and integrating S&T knowledge in collaboration with technical subject matter experts, in support of national security issues.
  • Significant experience and proven success conducting in-depth research and analytical assessments, writing detailed papers for both expert- and senior-level audiences, and writing products that effectively convey complex analytical methods and results, all with consultative direction.
  • Expert level experience in leading the application and development of principles, theories, and concepts in a creative and innovative fashion on highly complex projects, with demonstrated success and positive impact on mission, including by creating innovative technical tools and applying advanced analytic methods to meet stakeholder and research objectives
  • Expert level experience in developing proposals and establishing and securing partnerships for multidisciplinary analytic studies on issues affecting national security, as well as contributing to programmatic sustainment and growth by identifying and addressing highly complex sponsor needs in these areas.
  • Significant experience working across analytic and technical organizational work units, with demonstrated effective teamwork and customer service skills.
  • Significant experience and proven success working effectively under deadlines, coordinating workloads on multiple projects simultaneously, and meeting deadlines with conflicting priorities.
  • Recognized by stakeholders and partners as a national subject matter expert on relevant national security related technical topics.
  • Expert verbal and written communication skills necessary to effectively collaborate in a team environment; author intelligence analyses; and present and explain technical information to external sponsors and customers.
  • Ability to travel as necessary to present analyses to sponsors and IC stakeholders as well as to meet with IC counterparts and sponsors.

Qualifications We Desire

  • Ph.D. in political science, international relations, relevant scientific or engineering discipline, or the equivalent combination of education and related experience, and demonstrated ability to perform independent work.
  • Strong and sustained publication record, as lead author, in one or more relevant national security issue areas, with demonstrated impact.
  • Combination of academic and/or professional experience in both highly complex technical subjects and national security and policy analysis.
  • Significant experience successfully managing and leading multidisciplinary project teams to effectively collaborate with internal and external teams, and to advise and influence senior management and external sponsors.
  • Significant experience and expertise working with or for an Intelligence Community organization and interfacing with senior-level interagency partners and working groups.
  • Active Department of Energy (DOE) Q-level clearance or US Government-issued Top-Secret clearance.
  • Active Sensitive Compartmented Information (SCI) access.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  Also, you must have the ability to obtain and maintain Sensitive Compartmented Information (SCI) access.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.

Per the Department of Energy (DOE), Lawrence Livermore National Laboratory must meet certain restrictions with the use and/or possession of mobile devices in Limited Areas. Depending on your job duties, you may be required to work in a Limited Area where you are not permitted to have a personal and/or laboratory mobile device in your possession.  This includes, but not limited to cell phones, tablets, fitness devices, wireless headphones, and other Bluetooth/wireless enabled devices.  

If you use a medical device, which pairs with a mobile device, you must still follow the rules concerning the mobile device in individual sections within Limited Areas.  Sensitive Compartmented Information Facilities require separate approval. Hearing aids without wireless capabilities or wireless that has been disabled are allowed in Limited Areas, Secure Space and Transit/Buffer Space within buildings.
