The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the city towards the smallest jail system possible without compromising public safety. The DOC is solely responsible for maintaining a safe and secure environment for staff, visitors, volunteer, and people in custody inside our jails. Importantly, safe jails enable DOC to providing people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with over7,500 diverse professionals and knowledge experts.
DOC seeks to recruit a Supervisor of Substance Misuse Program assigned to the Counseling Services Unit. Under direction of the Executive Director of Counseling Services Unit, the Supervisor will provide direct oversight of 4 Substance Misuse Counselors. They will monitor identification and enrollment process from the enhanced supervision housing unit and other maximum-security housing units with substance misuse needs. They will supervise comprehensive assessment process and monitor the development of individualized recovery plans, ensuring they are tailored to everyone’s needs, strengths, and challenges. They will coordinate with Correctional Health Services to provide integrated care for individuals participating in Medication-Assisted Treatment (MAT). They will develop and oversee the peer support program and supervise the establishment and ongoing operation of a peer support program. They will implement and oversee incentive and reward system, supervise staff in the fair and consistent application of the incentive system, ensuring it promotes positive behaviors and supports long-term recovery. They will ensure compliance with the institutional and legal standards. They will evaluate program effectiveness. The individuals who will be serviced is inclusive of all genders, and both the adult and emergent adult (18-21) populations.
Additional typical duties for this position include but are not limited to:
- Ensure staff are maintaining professional and therapeutic boundaries during daily interactions with individuals in custody.
- Conduct regular check-ins to evaluate the quality of engagement, ensuring effective communication and addressing any concerns or incidents that arise.
- Supervise the proper implementation of rehabilitative and behavioral modification programs, ensuring they are tailored to individual needs and aligned with institutional policies.
- Oversee staff responses during crisis situations to ensure proper protocols are followed, and interventions are handled efficiently and empathetically.
- Provide guidance on managing complex or high-risk cases, offering support and training where necessary.
- Monitor the facilitation and coordination of family interventions within the facility, ensuring clear communication with family members and that the interventions are aligned with treatment goals.
- Ensure all outreach efforts are documented and that resources are utilized effectively to support positive behavioral changes for individuals in custody.
- Provide regular professional development opportunities to keep staff updated on best practices in addiction treatment and behavioral health.
- Review training materials and ensure staff are using evidence-based techniques to teach coping strategies and recovery tools.
- Regularly audit progress notes and treatment plans to track the progress of individuals in custody and ensure continuous care.
- Lead regular case review meetings, ensuring collaborative discussions between staff to address complex cases, share insights, and coordinate care.
- Conduct performance evaluations for team members, providing constructive feedback and setting goals for professional growth
- Work in a multidisciplinary team with uniformed correctional staff and providers to achieve rehabilitative program goals
- Respond alongside uniformed correctional staff to manage incidents in designated housing areas to ensure safety and security
- Perform related duties as assigned.
Preferred Skills
A valid CASAC issued by the NYS Office of Addiction Services and Supports (OASAS)
Experience working directly with emerging adults (18-21), or adults in a group, community, educational, or institutional setting is preferred.
Knowledge of the criminal justice system and experience working with justice involved populations.
Ability to establish and maintain effective working relationships with all levels of correctional staff.
Ability to exercise independent judgment, prepare written reports and documents.
Knowledge of human development and behavior, counseling techniques, behavior modification and intervention techniques.
Ability to mentor and provide positive interaction, guidance and leadership to people in custody.
Excellent writing, communication, inter-personal, analytical, research, problem-solving, and organizational skills.

1. A four year high school diploma or its educational equivalent and five years of satisfactory full-time experience providing direct counseling, guidance, crisis-intervention or informational and referral services, to inmates of a correctional facility, substance abusers or a similar client population; or
2. Education and experience equivalent to "1" above. Thirty (30) semester credits from an accredited college will be considered equivalent to one year of the required experience. However, all candidates must have a four year high school diploma or its educational equivalent and at least two years of experience as described in "1" above.
