The current position is located at the San Francisco Department of Public Works. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments. 

San Francisco Public Works (SF Public Works) is recruiting to fill the position of Contracts and Procurement Manager.

Job Description

Under the general direction of the Contracts and Procurement Manager, the 0922 Construction Contract Manager will oversee the planning, administration, and policy making for construction contractual services. This position will interact with all managerial levels within the City, including engineers, architects, and tradespeople who provide construction contract specifications and other related services.  You will partner with several City agencies and construction contract managers, such as the Contract Monitoring Division and the City Attorney. You will serve as a construction contracting expert advising internal management, external City procurement leaders, contractors, and stakeholder groups. Your role requires working collaboratively with architects, engineers, and other managers on legislative changes that enhance contracting performance and best practices. 

Important and Essential duties: 

  • Assists in the management, development and administration of construction contract procurement policies, procedures, and programs.  
  • Represent the Department in meetings with internal executive-level management, Commissioners, elected officials, other City contract services and procurement leaders, Contractors, and other stakeholder groups.  
  • As a department construction contract lead, work collaboratively with architects, engineers, and related management staff on legislative changes to improve contracting performance and practice. 
  • Serve as the construction contract subject matter expert and act as the primary liaison to the City Attorney’s construction contracting legal team.   
  • Lead and provide directions to staff in the administering of the solicitation and award of all contracting services for Public Works on construction contracting.  
  • Lead staff in the solicitation, approval, awarding, and contract monitoring through close of all construction contract types, such as design-bid-build, CM/GC, progressive GMP, best value, etc.  
  • Lead and direct staff in resolving complex construction contracting and procurement issues in collaboration with departmental managers, project managers, architects and engineers, Contract Monitoring Division staff, Office of Labor Standards and Enforcement, and legal staff from the City Attorney’s Office.  
  • Manage and direct the resolution of bid protests and any other disputes related to the construction contracting process.  
  • Participate in Citywide forums on construction contracting 

Qualifications

Minimum Qualifications 

Education: A Bachelor's degree from an accredited college or university 

Experience: Four (4) years of professional experience in contract planning, development and administration within a matrix organization that manages large-scale construction contracts.  

Education Substitution: Additional qualifying experience as described above may be substituted for the required degree on a year-for-year basis (up to the maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.  

Experience Substitution:  A master's degree in Accounting, Finance, Construction Management, Business Administration, project management, or a closely related field may be substituted for one (1) year of work experience. 

Desirable Qualifications: The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalists at the end of the selection process when referred for hiring. 

  • Two (2) years of supervisory experience. 
  • Experience in a large public sector agency with over 1,500 employees that provides construction, maintenance, and cleaning services. 
  • Experience with various types of construction contracts, such as design-bid-build, CM/GC, progressive GMP, and best value contracting. 
  • Experience in developing requirements for and implementing procurement information management systems. 
  • Experience with federal and state-funded procurement policies, practices, and requirements 
  • Experience with emergency construction contracts

SELECTION PROCEDURE/EXAMINATION REQUIREMENTS

Minimum Qualification Supplemental Questionnaire (MQSQ)(Weight: Qualifying):
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Supervisory Test Battery (Weight 100%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to: Problem-Solving; Leadership; Decision Making; Interpersonal skills; Human Resources Management; Team Building; Communication and Conflict Management. Please note: This examination is only held in San Francisco.  A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.

This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.

Scores attained on the Supervisory Test Battery will be valid and “banked” for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery.  The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used.  Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

*The Department of Public Works reserves the right to modify the selection process and examination to conform to administrative or operational necessity. The information in this announcement is subject to change and will be accompanied by a notice of amendment in this announcement. 

Eligible List/Score Report:
Once you pass the exam, you will be placed on an eligible list and given a score and a rank. The duration of the eligible list will be six (6) months and may be extended with the approval of the Human Resources Director.

Certification:
The certification rule for the eligible list resulting from this exam will be the “Rule of the List”.

Post-Eligible List:
Candidates will be invited to interview based on test scores and experience that most closely matches the responsibilities of the position determined from a review of the application materials.
